2-36.010 Holidays observed by the city.

A.    The city will provide employees ninety-six (96) paid hours per fiscal year for holidays.

B.    Notwithstanding anything to the contrary contained within California Government Code Section 6700, the public offices of the city, excluding those offices which must remain open for the continuation of essential public services such as police and fire protection, shall be closed on Saturdays, Sundays, and on the following, and only the following holidays:

1.    New Year’s Day (January 1);

2.    Presidents Day (third Monday in February);

3.    Memorial Day (last Monday in May);

4.    Independence Day (July 4);

5.    Labor Day (first Monday in September);

6.    Thanksgiving Day (fourth Thursday in November);

7.    Friday following Thanksgiving Day;

8.    Christmas Day (December 25).

C.    Regular full-time employees shall receive eight hours pay for these holidays. An employee must be paid for all of both the regularly scheduled work assignment immediately prior to a holiday and the regularly scheduled working assignment immediately after that holiday in order to receive holiday pay.

D.    Holidays falling on Sunday will be observed on the following Monday. Holidays falling on Saturday shall be observed on the preceding Friday unless this, too, is a holiday and then one day sooner.

E.    In lieu of closing City Hall for the observances of Christmas Eve, Lincoln’s and Washington’s Birthdays, Veterans Day, and Martin Luther King Day, employees will be able to use the remaining thirty-two (32) hours of holiday time from subsection A of this section for discretionary, floating holiday time subject to their supervisor’s prior approval.

F.    Holiday hours must be taken during each fiscal year and cannot be carried over to the succeeding year.
