12.20.010 Plan adopted.

There is adopted a plan for the orderly numbering of houses, buildings, separate entrances, offices, etc., in the city, in accordance with the proposal of the planning commission of the city. (Ord. 386 §1(A), 1962)

12.20.020 Method of numbering.

Numbering shall be in accordance with the following provisions:

A.    On all streets in the city, each location shall be separately numbered and numbers shall be assigned upon application with the city clerk, who shall maintain a permanent record of all numbers assigned, and to whom assigned, and the date of the assignment, and a brief description of the location to which assigned.

B.    Numbers shall be assigned on north-south streets, in such a manner that even numbers shall be on the east side of such streets, and odd numbers on the west side.

C.    All locations in the first block north of First Street shall be assigned numbers commencing with 100, the second block north of Second Street shall be assigned numbers commencing with 200, and the third block with 300, etc. the numbers running from south to north, shall increase, and each block north of First Street shall be increased by 100 over the like numbers in the block immediately to the south.

D.    All locations in the first block south of First Street shall likewise be assigned numbers commencing with 100, and the second block south shall be assigned numbers commencing with 200, etc., but all locations south of First Street, on streets running north-south shall be south locations on such street, and the word “South” shall prefix the street name, immediately following the house number.

E.    In the preparation and assignment of numbers, the city clerk is directed to use the map prepared by the planning commission, but in any case, his assignment in accordance with this chapter shall be final.

F.    All locations on east-west streets shall commence at numbers 10 nearest the shore of Clear Lake, up to 99, on the east side of Main Street, increasing from east to west.

G.    All locations in the first block west of Main Street, on east-west streets shall be assigned numbers commencing with 100, in the second block, numbers commencing with 200, etc.

H.    On all east-west streets, numbers for each location shall be assigned so that even numbers are on the north side of the street and odd numbers on the south side.

I.    In any case where, because of termination of a street, long blocks in particular instances result, the assignment of numbers in such block shall, in the discretion of the city clerk, be changed from 100, to 200 or 300, etc., within such block, to keep the assignment as near parallel with like locations either north or south, or east or west, on other streets in the city. 12.20.030 Uniformity of size, design and color.

A.    All numbers shall be of a uniform and standard size, design, color and specifications as the city council may from time to time by resolution fix and determine, for each area in the city, upon application of such area, subdivision or special district.

B.    The city council shall by resolution adopt uniform and standard size, design, etc., which shall apply in all cases in which no other or different specifications have been adopted for such applying areas. (Ord. 386 §2(A), (B), 1962)

12.20.040 Application forms.

A.    The council shall adopt forms for application for specifications, and fix the charge therefor by resolution; provided, however, that such charge shall be uniform for all applications.

B.    All forms for the operation and effect of this chapter shall be prescribed by the city council by resolution, and shall be printed and maintained by the city clerk. (Ord. 386 552(C), 6, 1962)

12.20.050 Installation and maintenance required.

It is unlawful for any person owning, maintaining, occupying or managing any location within the city to continue to do so without at all times maintaining house numbers in place, in such manner as the same are visible from the street in front of such location, after the person has been notified by notice on a form to be prescribed by the city council by resolution, of the number assigned to such location, and of the requirement of the installation and maintenance of such number. 12.20.060 Supply of numbers.

It shall be the duty of the city clerk to obtain and retain in stock a supply of house numbers meeting the specifications of the city council, which said clerk shall upon application therefor issue to any person requiring the same at a price established from time to time by the city council by resolution, and which price shall not exceed the cost of the acquisition, storage and issuance of the numbers. 12.20.070 Enforcement of provisions.

It is the duty of the building inspector to notify all persons of the number assigned to each location, the requirements of this chapter that numbers be installed and maintained, and to determine whether the same are installed in such manner as to be visible from the street in front of each location. 12.20.080 Violation--Penalty.

A.    The failure to secure and maintain proper house numbers at any location after notice and demand to do so, shall be punishable by a fine not to exceed twenty-five dollars, or by imprisonment in the county jail for thirty days or both such fine and imprisonment.

B.    Each separate day after such notice and demand, and except in case of inability to secure proper numbers, each such person so occupying, owning, maintaining, managing, etc., any location within the city limits shall be guilty of a separate offense. (Ord. 386 §7, 1962)
