9.52.010 Violation an infraction.

Any person who shall place, throw or deposit, or cause or procure any other person to place, throw or deposit any scraps or pieces of paper, dodgers, handbills, advertising or business cards, in or upon any street, alley, sidewalk or public place in this city, is guilty of an infraction; provided, that nothing herein contained shall be construed to prohibit sticking or placing bills, or the attaching of handbills, dodgers or cards to post or buildings, by and with the consent of the owner or person in charge of same, or the sweeping or removing of the same into any street, alley, sidewalk or place by any person who did not place, or procure the placing of such bills in such places.
