DESIGNATED TIME AND PERMIT PARKING ZONES

10.48.015    Designated parking time zone.

10.48.015 Designated parking time zone.

When determined by the city council, public works director, or city engineer that parking is limited as designated by authorized sign(s) no person shall stop, stand, or park any vehicle for more than the period of time stated on any day between the hours of nine a.m. and six p.m. except Sundays and holidays. As indicated by the authorized sign(s), each period of overtime shall constitute a separate parking violation. (Ord. 1359 § 2 (part), 2013).

10.48.035 Exemption from time limit parking by permit.

The city council may by resolution establish a process whereby a person may purchase a permit which will exempt such person from the time limits imposed by Section 10.48.015. Any such resolution may establish areas wherein permits will be authorized and shall further set forth the rules and procedures dealing with the issuance and use of permits, including the cost thereof. 10.48.050 Diagonal parking.

On any of the streets or portions of streets established by resolution of the council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it is unlawful for the operator of any vehicle to park the vehicle except:

(a)    At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of the allotted space;

(b)    With the front wheels nearest the curb within six inches of the curb.

The provisions of this section do not apply when the vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in Section 10.44.055 shall be complied with. (Ord. 1359 § 2 (part), 2013).

10.48.060 Diagonal parking zones.

The streets or portions of streets in this city hereinafter described are defined and established as diagonal parking zones and shall be governed by the provisions of Section 10.48.050.

(1)    Second Street, Walnut to D Streets, both sides, E to F Streets, both sides;

(2)    Third Street, A to D Streets, both sides;

(3)    Fourth Street, Yuba to A Streets, both sides, A to Chestnut Streets, south side, Chestnut to J Streets, both sides (parallel marked where driveways conflict);

(4)    Fifth Street, A to D Streets, both sides, D to High Streets, north side;

(5)    Sixth Street, A to G Streets, both sides, G to H Streets, south side, J to Olive Streets, south side;

(6)    Seventh Street, D to Willow Streets, both sides (parallel marked where driveways conflict), Willow to F Streets, south side, G to Maple Streets, south side, Maple to H Streets, both sides;

(7)    Eighth Street, B to C Streets, both sides, D to E Streets, both sides, E to Willow Streets, both sides, Oak to D Streets, south side;

(8)    Ninth Street, Chestnut to B Streets, south side, Willow to F Streets, both sides;

(9)    Tenth Street, D to E Streets, both sides;

(10)    Eleventh Street, E to Willow Streets, north side;

(11)    Twelfth Street, east of D Street, south side, E to F Streets, both sides;

(12)    Fourteenth Street, west of I Street, both sides, east of B Street, north side;

(13)    Fifteenth Street, Chestnut to B Streets, north side;

(14)    Sixteenth Street, B to Elm Streets, north side;

(15)    C Street, First to Eighth Streets, both sides (parallel marked on west side between Fifth and Sixth Streets where driveways conflict);

(16)    D Street, First to Eleventh Streets, both sides, seventy-nine feet north of Eleventh Street, east side, beginning at Eleventh Street;

(17)    E Street, Eleventh to Twelfth Streets, both sides, Twelfth to Thirteenth Streets, both sides;

(18)    F Street, Third to Sixth Streets, both sides, Sixth to Seventh Streets, east side, Seventh to Eighth Streets, west side, Ninth Street to two hundred five feet north of Ninth Street, both sides, from eighty-five feet north of Tenth Street to Eleventh Street, east side;

(19)    G Street, Fifth to Sixth Streets, both sides, Tenth to Eleventh Streets, west side, beginning one hundred forty-four feet south of Eleventh Street, ending two hundred forty-four feet south of Eleventh Street;

(20)    H Street, Third to Fifth Streets, both sides;

(21)    I Street, Third to Fourth Streets, both sides, Fourth to Fifth Streets, both sides;

(22)    J Street, from one hundred fifty-four feet north of Fifth Street to Sixth Street, both sides;

(23)    Rideout Way, south side, from eighty feet east of Ahern Street to two hundred ninety feet east of Ahern Street;

(24)    East Nineteenth Street, from Ahern to Del Pero Streets, north side;

(25)    North side of East Thirteenth Street between Yuba and Walnut Streets. (Ord. 1367 § 5, 2014: Ord. 1359 § 2 (part), 2013).

10.48.080 No stopping zones.

The city engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and days when stopping is prohibited.

During the hours and on the days designated on the signs, it is unlawful for the operator of any vehicle to stop the vehicle on any of the streets or parts of streets established by resolution of the council as no stopping zones. (Ord. 1359 § 2 (part), 2013).

10.48.100 Parking by permit.

(a)    The city council may by resolution designate certain streets or portions of streets or public rights-of-way as areas in which parking is permitted only by permit. Such resolution shall establish the process whereby such permits may be purchased and shall set forth the rules and procedures dealing with the issuance and use of permits, including the cost thereof. The city engineer shall place appropriate signs in such areas indicated that parking is allowed by permit only. No person shall stop, stand, park or leave standing any vehicle in any of the areas designated in such resolution without a permit issued under the authority of this section.

(b)    The city council may by resolution establish a permit process whereby residents will be permitted to park without cost in parking meter zones adjacent to their residences. Permits issued to residents under the provisions of this section shall also exempt the permit holder from time limits imposed by this chapter; provided, that where signs are posted, overnight parking shall be subject to the prohibition set forth in Section 10.44.040(f). Effective July 31, 1980, the council established the residential parking permit program. Said program shall remain in effect unless and until it is modified by resolution of the city council. 10.48.120 City, county and emergency vehicle parking zone establishment.

On any of the streets or portion of streets established by ordinance of the council as city, county or emergency vehicle parking zones when appropriate signs are in place giving notice of exclusive parking indicating said zone, it is unlawful for the operator of any vehicle to park or leave standing in a stall or space unless the vehicle displays an exempt license plate issued by the state Department of Motor Vehicles, or is clearly marked as an emergency vehicle such as ambulance or rescue vehicle. 10.48.130 City, county and emergency vehicle parking zones—Designation.

The streets or portions of streets in the city hereinafter described are defined and established as city, county or emergency vehicle parking zones and shall be governed by the provisions of Section 10.48.120:

(a)    Sixth Street, south side, a distance of eighty feet west of C Street (five parking spaces).

(b)    Sixth Street, south side, a distance of three hundred twenty feet east of C Street (five parking spaces).

(c)    Third Street, north side, a distance of two hundred eighty feet east of H Street (four parking spaces).

(d)    C Street, west side, a distance of one hundred twenty feet north of Sixth Street (one parking space). (Ord. 1359 § 2 (part), 2013).
