MISCELLANEOUS USE OF STREETS AND SIDEWALKS

10.76.010    Use of coasters, roller skates, skateboards and any similar devices restricted.

10.76.060    Exceptions.

10.76.010 Use of coasters, roller skates, skateboards and any similar devices restricted.

(a)    It is unlawful for any person, except disabled persons, upon roller skates, a skateboard, or riding in or by means of any coaster, toy vehicle or similar device to go upon any roadway or upon the sidewalk in the area bounded by First Street to the south, Eighth Street to the north, E Street to the west, and B Street to the east.

(b)    It is unlawful for any person to possess, ride or use skateboards, skates or similar devices upon any portion of the sidewalk, surface or structure that is part of or related to the Veterans Memorial located within Veterans Memorial Park (formerly Napoleon Square Park).

(c)    Any person violating this section shall be guilty of an infraction and shall be punished by a fine of fifty dollars. (Ord. 1262 § 2, 2000: Ord. 1227, 1999; Ord. 1069 § 4, 1988: prior code § 13.1(18)).

10.76.030 Doors in sidewalk.

Doors in sidewalks used to cover an opening for an elevator, stairway or chute must be kept in such a condition that they will not endanger persons or property, and it is unlawful for any person owning or being in charge or control of any such doors in sidewalks used for covering entrances to elevators, stairways or chutes, or other openings in the sidewalk leading to the basement, to allow the doors to remain open, except when the elevator, stairway or chute is being used for loading or unloading or transferring of merchandise or material.

The requirements of this section shall be in addition to and not in lieu of any other ordinances of the city having to do with doors or other openings in sidewalks. (Prior code § 13.1(18.2)).

10.76.050 Bicycle riding prohibited in specific areas.

(a)    It is unlawful for any person to ride a bicycle upon any portion of the sidewalk or grass that surrounds Ellis Lake, upon any portion of the sidewalk, surface or structure that is part of or related to the Veterans Memorial located within Veterans Memorial Park (formerly Napoleon Square Park), or the sidewalk in the area bounded by First Street to the south, Eighth Street to the north, E Street to the west, and B Street to the east.

(b)    The city engineer shall cause appropriate signs to be erected at intervals of approximately five hundred feet, giving notice that bicycle riding in the downtown area as described in subsection (a) of this section and on the sidewalk or grass surrounding Ellis Lake is prohibited.

(c)    Any person violating this section shall be guilty of an infraction and shall be punished by a fine of fifty dollars. (Ord. 1262 § 3, 2000; Ord. 1230 § 1, 1998; Ord. 1171 § 5, 1993: Ord. 1139 § 1, 1992).

10.76.060 Exceptions.

This chapter does not apply to any vehicle operated by the police department while on official business. (Ord. 1211, 1995).
