17.32.010 Compliance with title.

The subdivider, his engineer and his contractor shall develop plans and complete all improvement work in accordance with the provisions of this title. (Prior code § 23.59).

17.32.020 Conformity with Standard Subdivision Improvement Specifications.

All improvements mentioned in this chapter shall conform to those required in the Standard Subdivision Improvement Specifications prepared by the city engineer and adopted by the city council, copies of which are on file in the office of the city clerk and public works department. 17.32.030 Compliance with approved standards of design and construction.

All of the improvements required to be installed by the subdivider shall be in accordance with standards of design and construction proposed by the city engineer and approved by the council. (Prior code § 23.61).

17.32.040 Submission and approval of plans and profiles by city engineer.

Improvement work shall not be commenced until plans and profiles for such work have been submitted to and approved by the city engineer. Such plans may be required before approval of the final map. All such plans and profiles shall be prepared on tracing cloth or paper and permits submitted therefrom in accordance with requirements of the city engineer. All such plans and profiles shall be prepared by a registered civil engineer. (Prior code § 23.62).

17.32.050 Notification of city engineer before work commenced.

Improvement work shall not be commenced until the city engineer has been notified in advance, and if work has been discontinued for any reason, it shall not be recontinued until the city engineer has been notified. (Prior code § 23.63).

17.32.060 Inspection and approval of city engineer—Deposit.

All required improvements shall be constructed under the inspection of and to the approval of the city engineer. The subdivider shall place a deposit with the city engineer to cover the cost of plans, profiles, estimates of construction, cost checking and complete valid construction, inspection and final inspection of all improvements, but does not include construction layout or site grading in the amount of three percent of estimated construction cost of streets, curbs, gutters, sidewalks, storm sewer facilities, and sanitary sewer facilities. No further charge shall be made for such services, and any residue shall be returned to the subdivider after final acceptance of the improvements by the city. (Prior code § 23.64).

17.32.070 Underground utilities.

All underground utilities, sanitary sewers and storm drains installed in streets, service roads, alleys or highways shall be constructed prior to the surfacing of such street, service roads, alleys or highways. Service connections for all underground utilities and city sewers shall be placed to such length as will obviate the necessity for disturbing the street or alley improvements when service connections thereto are made. 17.32.080 Internal storm drainage system—Trunk lines.

The subdivider shall provide and dedicate the internal storm drainage system which shall include catch basins, branches and trunk lines. The subdivider may be requested by the council to join with the city in financing larger trunk lines built, or to be built, through the subdivision for service to areas outside of the subdivision, with the subdivider’s share being determined by the relative usefulness of the trunk line to the subdivision as compared to service to other areas of the city. 17.32.090 Departures and variations.

The subdivider shall install improvements in accordance with the general requirements set forth in Sections 17.32.090 — 17.32.240; provided, that the city engineer may require changes in typical sections and details if unusual conditions arise during construction to warrant such change in the interests of the city, such changes to be at the expense of the subdivider. 17.32.100 Streets and highways.

All streets and highways shall be graded and paved to cross sections and grades approved by the city engineer. The subdivider shall improve the extension of all subdivision streets, highways or public ways to the intersecting paving line of any county road, city street, or state highway. (Prior code § 23.68).

17.32.110 Structures.

Structures shall be installed as deemed necessary by the city engineer, for drainage, access or public safety. Such structures shall be placed to grades and shall be of a design approved by the city engineer. (Prior code § 23.69).

17.32.120 Sidewalks, curbs and gutters.

Curbs, gutters and sidewalks with a minimum width of four feet, except as otherwise specified in this title, shall be installed to grades, cross section, layout and location approved by the city engineer. (Prior code § 23.70).

17.32.130 Sewers.*

Sanitary sewer facilities connecting with the existing city sewer system shall be installed to serve each lot and to grades, locations, design and sizes approved by the city engineer.

No septic tanks or cesspools will be permitted. Storm water sewers shall be installed as required by the city engineer. In cases of economic and physical hardship the council may waive the requirements for sanitary sewers. (Prior code § 23.71).

17.32.140 Water.

Water mains and fire hydrants of design, layout and locations approved by the city engineer, chief of fire department and the utility serving the city, connecting to the water system serving the city, shall be installed in accordance with policy adopted by the council. (Prior code § 23.72).

17.32.150 Street trees.*

Street trees shall be required by the planning commission and shall be of a type approved by the city engineer, and planted in locations approved by the city engineer. (Ord. 1149 § 34, 1992: Ord. 1112 § 33 (part), 1991; prior code § 23.73).

17.32.160 Street signs.*

Street signs shall be required by the planning commission and shall be of a type approved by the city engineer and installed in locations approved by the city engineer.     (Ord. 1149 § 35, 1992; Ord. 1112 § 33 (part), 1991; prior code § 23.74).

17.32.170 Railroad crossings.

Provision shall be made for any and all railroad crossings necessary to provide access to or circulation within the proposed subdivision, including the preparation of all documents, necessary for application to the state public utilities commission for the establishment and improvement of such crossing. The cost of the railroad crossing improvement shall be borne by the subdivider. (Prior code § 23.75).

17.32.180 Report and map to be filed with city engineer.

A map showing all subdivision improvements as built shall be filed with the city engineer upon completion of the improvements, together with a final written report on all such improvements. (Prior code § 23.76).

17.32.190 Monuments and bench marks.

Monuments and bench marks shall be set before acceptance of the improvements by the council, unless an exception is recommended by the city engineer and approved by the council. (Prior code § 23.77).

17.32.200 Disturbance or destruction of monument or bench mark.

Any monument or bench mark as required by this title that is disturbed or destroyed before acceptance of all improvements shall be replaced by the subdivider. (Prior code § 23.78).

17.32.210 Field notes.

Complete field notes, in a form satisfactory to the city engineer, showing references, ties, locations, elevations and other necessary data relating to monuments and bench marks set in accordance with the requirements of this chapter, shall be submitted to the city engineer. (Prior code § 23.79).

17.32.220 Permanent iron pipe or iron rod monuments.

Permanent iron pipe or iron rod monuments of a type approved by the city engineer shall be set at each boundary comer of the subdivision, along exterior boundaries at intervals of not over five hundred feet, at the beginning and end of property line curves and at each lot comer and at any other points as may be required by the city engineer. 17.32.230 Concrete monuments.

Concrete monuments depressed below street grade with cast iron ring and cover of a type approved by the city engineer shall be set at intersections of street centerline tangents or offsets therefrom, and where such intersect on private property, at the beginning and end of the centerline curve or offsets therefrom. The exact location of all such monuments shall be shown on the final map before approval is requested. (Prior code § 23.81).

17.32.240 Bench marks.

Permanent elevation bench marks of a type approved by the city engineer and referred to the city datum shall be set at each street intersection in the curb return or other location approved by the city engineer. (Prior code § 23.82).
