CHAPTER 3
COMMITTEES OF THE COUNCIL

180 Purpose.

This Chapter contains a portion of the general policies and rules of interpretation pertaining to the operations of the City Council of the City of Marysville and to the official conduct of its members.

181 Council Committees. Established.

In order to conduct its business efficiently, the Council may at any time establish such standing committees as it deems necessary, provided each such standing committee shall be established and conduct its business in the manner provided in this Title.

(a)    At the time of the adoption of this Title, the following standing committees of the Council exist.

(1)    Development Committee.

(2)    Loan Review Committee.

(3)    Parks & Recreation Committee.

(4)    Parking & Traffic Committee.

182 Council Committees. General Rules.

Standing committees of the Council shall have not more than two members each, one of whom shall be the committee chairman, who shall be appointed by the Mayor from among the whole membership of the Council to serve thereon until replaced by the Mayor.

(a)    Standing committees of the Council may adopt such organizational and procedural rules as may be necessary and convenient to the discharge of their functions, including their meeting schedules; provided, however, that such rules shall in no event be inconsistent with relevant provisions of this Code.

(b)    Standing committees of the Council shall take action upon any matters properly before them by motion passed by a majority of the members present; provided, however, that no matter may be officially acted upon by any standing committee of the Council which does not have in attendance, a quorum as required in Part 2 hereof.

(1)    Formal actions taken by a standing committee shall constitute recommendations of the committee to the full Council, and shall not bind the City Council, the City, or any of its officers, employees, or agents.

(c)    The Council may, at any regular meeting thereof, establish or abolish standing committees by vote of a majority of the whole number of members of the Council.

(1)    An action to establish a standing committee shall be taken only by resolution duly adopted, which resolution shall state with particularity the charge which the Council gives to the proposed committee, together with a specific term of existence for which the committee is being established, which shall not exceed four years without reauthorization, and any other matter of organizational or parliamentary significance.
