11.08.010 Generally.

The words and phrases set forth in this chapter, when used in this title, shall, for the purpose of this title, have the meanings respectively ascribed to them in this chapter. Whenever any words or phrases used in this title are not defined in this chapter, but are defined in the vehicle code of this state, such definitions are incorporated in this chapter and shall be deemed to apply to such words and phrases used in this title as though set forth in this chapter in full. 11.08.020 Central traffic district.

The "central traffic district" consists of all that area within which is located those certain streets and portions of streets described by resolution of the City Council. (Prior code § 16.30 (part)).

11.08.030 Curb markings.

(a)    A yellow curb marking means no stopping, standing or parking at any time between nine a.m. and six p.m. of any day except for freight or passengers; provided, that the loading or unloading of passengers shall not consume more than three minutes, nor the loading or unloading of freight more than twenty minutes.

(b)    A white curb marking means no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three minutes, and such restrictions shall apply between nine a.m. and six p.m. of any day except Sundays and holidays and except as follows:

(1)    When such zone is in front of a hotel the restrictions shall apply at all times.

(2)    When such zone is in front of a theater, the restriction shall apply at all times except when such theater is closed.

(3)    When signs are posted stating different requirements.

(c)    A green curb marking means no standing or parking for longer than fifteen minutes at any time between nine a.m. and six p.m. of any day except Sundays and holidays and except when signs are posted indicating different time requirements.

(d)    A red curb marking means no stopping, standing or parking for any purpose, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or sign-posted as a bus loading zone.

(e)    A blue curb marking with the words "Handicapped Parking Only" printed in white means no stopping, standing, or parking for any purpose except for vehicles of physically handicapped persons. Any such exempted vehicle must bear either disabled person or disabled veteran license plates issued by the Department of Motor Vehicles. 11.08.040 Holidays.

Those holidays defined in Gov. Code Section 6700 apply, except insofar as the City Council may by resolution amend or modify the list of said holidays as the same are applicable to the city. (Ord. 513 § 1, 1971: Prior code § 16.30 (part)).

11.08.050 Park.

To "park" is to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading passengers or freight. (Prior code § 16.30 (part)).
