Article I. City Council Rules of Procedure

2.05.010 Rules of procedure and protocols for the city council.

The city council shall establish rules of procedure and protocols governing its meetings, its conduct, policy decision making processes, administrative support and any other subjects it determines to be necessary or appropriate to effectuate the business of the city. The city council shall set forth such rules of procedure and protocols in a resolution that shall be duly adopted by the city council and may be amended from time to time. Article II. Compensation for Councilmembers

2.05.020 Purpose.

This chapter is enacted pursuant to Government Code Sections 36516 and 36516.5 authorizing the council to provide by ordinance that each member of the council shall receive a prescribed salary, the amount of which is based upon the population of the city and may be further adjusted in an amount equal to five percent for each calendar year from the operative date of the last adjustment in the salaries of councilmembers. This article further prescribes the manner in which changes in compensation for councilmembers are implemented. (Ord. 615, § 2, Amended by Ord. 649, § 1; 1976 Code § 2-1.201).

2.05.030 Salaries of councilmembers.

Each member of the city council shall receive, as salary, the sum of three hundred forty-five dollars per month, payment of which shall be made monthly, commencing in December of 1999 or at such time thereafter as certain councilmembers begin new four-year terms of office as a result of the general municipal election held on November 2, 1999. The calculation of this monthly compensation is based upon the permitted annual percentage increase covering the three calendar years from December 1995 through December 1998 applied to the salary amount authorized under the population schedule prescribed by applicable law. 2.05.040 Reimbursement.

The salary prescribed in MMC 2.05.030 is and shall be exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by the councilmember in the performance of official duties for the city. (Ord. 615, § 2; 1976 Code § 2-1.203).

Article III. Term Limits for Councilmembers

2.05.050 Term limits for councilmembers.

No person shall be eligible to serve as a member of the city council for more than two successive four-year terms. Any person appointed or elected to the city council to fill an unexpired term shall be eligible to serve two successive four-year terms upon the expiration of the unexpired term for which that person was appointed or elected.
