DRIVING AND PEDESTRIAN REGULATIONS

4.10.010 Emerging from alley or private driveway.

The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alleyway. (Ord. 134, § 29, Amended by Ord. 604, § 2; 1976 Code § 4-2.01; 1966 Code § 3051).

4.10.020 Driving through funeral processions.

No driver of a vehicle shall drive between vehicles comprising a funeral procession while the vehicles in such processions are in motion and are conspicuously so designated. (Ord. 134, § 30, Amended by Ord. 604, § 2; 1976 Code § 4-2.02; 1966 Code § 3055).

4.10.030 Clinging to moving vehicles.

Any person riding upon any bicycle, motorcycle, coaster, roller skates or any toy vehicle shall not attach the same or himself to any moving vehicle upon any roadway. (Ord. 134, § 31, Amended by Ord. 604, § 2; 1976 Code § 4-2.03; 1966 Code § 3056).

4.10.040 Vehicles shall not be driven on the sidewalk.

The driver of a vehicle shall not drive within any sidewalk area or any parkway except at a permanent or temporary driveway. (Ord. 134, § 32, Amended by Ord. 604, § 2; 1976 Code § 4-2.04; 1966 Code § 3057).

4.10.050 New pavement.

No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed. 4.10.060 The city engineer to mark crosswalks.

A.    The city engineer shall designate and direct the maintenance of marked crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway.

Crosswalks shall be established and maintained at all intersections, subject to the limitation contained in subsection (B) of this section, where the city engineer determines that there is a need for a marked crosswalk.

B.    Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than four hundred feet in length. Elsewhere, not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at mid-block. 4.10.070 When pedestrians must use crosswalks.

When crossing any roadway, pedestrians shall only cross at crosswalks as defined in Vehicle Code Section 275. When crossing any road with two or more lanes in the same direction, including El Camino Real and Millbrae Avenue, pedestrians shall only cross within marked crosswalks. 4.10.080 Crossing at right angles.

In areas other than those described in MMC 4.10.070, no pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb. (Ord. 134, § 36, Amended by Ord. 604, § 2; 1976 Code § 4-2.08; 1966 Code § 3062).

4.10.090 Standing in roadways.

No person shall stand in any roadway other than in a safety zone or in a crosswalk if such action interferes with the lawful movement of traffic. This section shall not apply to any public officer or employee, or employee of a public utility, when necessarily upon a street in line of duty.
