4.45.010 Requirement of flagging and lighting.

Any person, persons, firm or corporation, who or which may deposit on any public street or highway in the city any material for use in the construction of any building or other structure in said city, must at all times, from one-half hour before sunrise to one-half hour after sunset, keep in a conspicuous place on such material such red flag or flags of such dimensions as shall be sufficient to warn the user of such streets or highways of the presence of such material and must, at all times from one-half hour after sunset to one-half hour before sunrise, and at any other time, when there is not sufficient light to render such material clearly discernible for a distance of two hundred feet therefrom, keep such light or lights in a conspicuous place on such material as may be sufficient to warn any user of such street or highway of the presence of such material.
