7.16.010 Animals at Large.

No person having control, charge or custody of any fowl, dog or other animal, shall permit the same to stray, or run, or be at large in or upon any public street or other public place within the City, or upon any private road or upon the premises of another without the permission of the owners of such premises; any person having control, charge or custody of such fowl or dog found running at large shall be cited; or any such fowl, dog or other animal found at large in any such place may be impounded as herein provided. 7.16.020 Impoundment.

All dogs, fowl or other animals found running at large on the streets, alleys, parks, beaches or other public places in the City may be impounded. If a dog is picked up which is properly tagged, notice shall at once be given either personally or by postcard to the owner of such dog that such dog is impounded. If such dog is not properly tagged, or if any fowl or other animal is impounded, written notice that such dog, fowl or animal is impounded shall be given by posting a notice thereof on the bulletin board in the City Hall. Such notice shall contain a brief description of such dog, fowl or animal and shall contain a statement to the effect that if such dog is not redeemed and the license paid, if such license is due, or as to any fowl or other animal, if such fowl or animal is not redeemed within four days, such dog, fowl or animal shall be deemed abandoned and shall become the property of the City, and will be destroyed or sold. Food and water shall be provided for such dogs, fowl or animals during the time that the same are impounded. (Ord. 1709 § 2, 1977: Ord. 941 (part), 1960: 1949 Code § 4108)

7.16.040 Taking Possession of Animals—Notification.

No person shall take the possession of any fowl, dog or other animal found running at large in the City, without notifying the Chief of Police within four hours after receiving possession of such fowl, dog or other animal, giving full description of the same, the address of the place where same may be found. Such person shall, upon demand of the Chief of Police, surrender such fowl, dog or animal to him. The Chief of Police shall impound such fowl, dog or other animal as provided in Section 7.16.020. 7.16.050 Impoundment Fees.

The impounding fee for each dog or cat impounded pursuant to the provisions of this Code shall be set by Resolution of the City Council. (Ord. 97-19 § 5, 1997: Ord. 1638 § 2, 1975: Ord. 1560 § 1, 1974: Ord. 1343 § 1, 1970: Ord. 941 (part), 1960: 1949 Code § 4114)

7.16.060 Vivisection of Impounded Animals.

The Chief of Police or person in charge of the pound shall not give, sell or cause to be given, any live animal in his care, for the purpose of vivisection or experimental purposes. (1949 Code § 4117)
