9.30.010 Definitions.

(a)    “Department” means the department of parks and recreation.

(b)    “Director” means the director of the department of parks and recreation.

(c)    “Park” means that certain parcel in the city of Norco, but excluding that portion subject to licensed agreement, known as River Trails Park located generally in the northerly portion of the city of Norco. (Ord. 568 Sec. 1 (part), 1986)

9.30.020 Purpose.

The purpose of this park is primarily one of providing the public with a designated trail system for equestrian activity. (Ord. 568 Sec. 1 (part), 1986)

9.30.030 Prohibited activities without a permit.

Except as specifically authorized by written permit issued by the department’s director and subject to reasonable conditions therefor, no person shall within the limits of the park:

(1)    Enter or remain in the park between the hours of eleven p.m. and six a.m.,

(2)    Drive, park or leave unattended any vehicle within the boundaries or along the border of the park;

(3)    Make or kindle a fire or cook food;

(4)    Throw, discard or deposit any paper, rubbish, debris, ashes, dirt, bottles, cans, trash, or litter of any kind or nature whatsoever,

(5)    Take, seize or hunt any bird or animal or fish;

(6)    Enter the Santa Ana River for the purposes of recreational swimming;

(7)    Erect, maintain, use or occupy any tent, lodge, shelter, or structure;

(8)    Have, possess, carry, sell or consume any intoxicating liquor. For the purpose of this chapter, “intoxicating liquor” shall be construed to include any spirituous, vinous, malt or mixed liquors containing one-half of one percent or more, by volume, of alcohol;

(9)    Cause, permit or allow any animal owned or possessed by him or any animal in his care, custody or control, to be present in the park, except:

(A)    Equine animals, being led or ridden, under reasonable control, upon bridle paths or trails provided for such purposes;

(10)    Play any musical instrument, except within or upon an area or facility set aside for this purpose by the city council or department;

(11)    Discharge or possess fireworks;

(12)    No person shall camp, hike or explore by foot any portion of the park;

(13)    Discharge or possess firearms;

(14)    Picnic or consume food or beverages;

(15)    Loiter. (Ord. 568 Sec. 1 (part), 1986)

9.30.040 Written rules and regulations by department--Posting.

(a)    The department’s director is authorized to promulgate all rules and regulations necessary to implement the provisions of this chapter and to control and regulate activities by the public in the park or portion(s) thereof in the interest of public health, safety and welfare, the rules and regulations to be subject to the prior approval of the city manager.

(b)    Every person shall comply with all written rules and regulations promulgated by the department’s director for trails and any recreational area, and these rules and regulations shall be conspicuously posted on bulletin boards or posts adjacent to the areas. (Ord. 568 Sec. 1 (part), 1986)

9.30.050 Violations of rules, regulations and orders.

(a)    No person shall disobey any written instruction, rule, regulation or notice, which is properly posted by the department in the park or portion thereof, for the control, management or direction of such park, or portion thereof, including but not limited to any buildings thereon.

(b)    No person shall willfully refuse to follow or comply with any lawful order or direction of any department employee. (Ord. 568 Sec. 1 (part), 1986)

9.30.060 Public may be excluded.

In an emergency or when the director determines that the public interest, public health, public morals, or public safety demands such action, the park, or any part or portion thereof, may be closed to the public and all persons may be excluded therefrom until such emergency or other reason upon which such a determination of the director is based has ceased. Upon the cessation thereof, the park, or any part or portion thereof, so closed shall be reopened to the public by the director. (Ord. 568 Sec. 1 (part), 1986)

9.30.070 Violation--Penalties.

Any person, firm, or corporation who shall violate any provision of this chapter shall be deemed guilty of an infraction. (Ord. 568 Sec. 1 (part), 1986)
