10.06.010 Parking defined.

“Parking” means and includes stopping, parking or left standing on public streets; “off-street parking” means and includes stopping, parking or left standing off of public streets. Parking is a traffic problem and the duties of the Director of Public Works are applicable to this chapter. (Ord. 1079 Sec. 1, 2022)

10.06.020 Applicability.

The provisions of this chapter prohibiting the stopping, parking or left standing of a vehicle including, but not limited to, vehicles that are six feet or more in height, shall apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device. The provisions of this chapter imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions of this chapter or of laws prohibiting or limiting the parking of vehicles in specified places or at specified times. 10.06.030 Locations and restrictions.

Except as hereinafter provided in this chapter and for painting of red curbs less than 50 lineal feet authorized by the Public Works Director, streets and highways or portions thereof subject to stopping, parking or left standing of vehicles during all or certain hours of the day shall be established by resolution of the City Council. 10.06.040 Parkways, sidewalks, and trails.

No person shall stop, park or leave standing a vehicle within a parkway adjacent to a curb, on a sidewalk, or on an equestrian trail. (Ord. 1079 Sec. 1, 2022)

10.06.045 Curb parking.

Except when established by ordinance by the city council permitting angle parking, every vehicle stopped or parked upon a roadway where no curbs or barriers bound the roadway, right-hand parallel parking is required unless otherwise indicated. Parking of any vehicle on or over a curb into the public parkway is not permitted. The only exception to parking over a curb is when a rolled curb is used as part of the defined driveway to a property, but said vehicle may not block the sidewalk or trail. (Ord. 1079 Sec. 1, 2022)

10.06.050 Parking prohibited where indicated by sign.

Upon resolution of the City Council, the Director of Public Works is authorized to place signs or markings indicating no parking upon a street or alley. When official signs or markings prohibiting parking are erected upon streets or alleys as authorized in this section, no person shall park a vehicle in and on such place. (Ord. 1079 Sec. 1, 2022)

10.06.060 Parking adjacent to schools.

The Director of Public Works is authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would in their opinion interfere with traffic or create a hazardous situation. When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place. 10.06.070 Emergency parking signs—Authority.

Whenever the Director of Public Works shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the Director of Public Works shall have the power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the Director of Public Works shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the Director of Public Works shall cause such signs to be removed promptly thereafter.

When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs. (Ord. 1079 Sec. 1, 2022)

10.06.080 Parking during fire prohibited.

It is unlawful for any person, other than members of the Police Department and police officers to drive or park anywhere between the site of conflagration and the fire hydrant used or to be used in extinguishing the fire; no person other than members of the Police Department and police officers shall park within 200 feet of the site of conflagration. 10.06.090 Restricted parking areas—Signs required.

The Director of Public Works shall appropriately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of the places:

A.    Safety Zone. At any place within 20 feet of a point on the curb immediately opposite the midblock end of a safety zone;

B.    At any place within 25 feet of any intersection in any business district except that a bus may stop at a designated bus stop;

C.    Stop Signs, Traffic Signals, Etc. Within 25 feet of the approach to any traffic signal, stop sign or official electric flashing device;

D.    Unusual Traffic Hazard. At any place where the Director of Public Works determines that it is necessary in order to eliminate unusual traffic hazard. (Ord. 1079 Sec. 1, 2022)

10.06.100 Inventory of parking restrictions.

The Director of Public Works shall index and maintain an inventory of all parking restrictions as authorized by the City Council and shall furnish a copy thereof to the City Clerk for retention by that office. (Ord. 1079 Sec. 1, 2022)

10.06.110 Posted parking zones established.

The City Council may from time to time by resolution or ordinance establish parking time limits on various streets in the City. Notice of the passage of the resolution or ordinance shall be deemed effective when the street has been posted or painted, as the case may be, with the appropriate signage. After such signage has been posted or painted in accordance with the applicable resolution or ordinance, it is unlawful for any person to park a vehicle in the posted zone beyond the time limits.
