APPLICATION OF VEHICLE CODE TO PRIVATELY OWNED OFF-STREET PARKING FACILITIES

10.10.010 Declaration of Need.

(1)    The City Council hereby finds and declares that there are privately owned and maintained off-street parking facilities within the City of Norco which are generally held open to the public for purposes of vehicular travel to serve commercial establishments.

(2)    Nothing in this Article shall be interpreted to require the Riverside County Sheriff Department to provide patrol or enforce any provisions of the California Vehicle Code pursuant to this Article.

10.10.020 Location of Parking Lots.

The privately owned and maintained off-street parking facilities generally held open to the public for purposes of vehicular travel to serve commercial establishments are to be adopted by Resolution and may be updated as requested by the property owners.

10.10.030 Application of Vehicle Code to Private Parking Lots.

Pursuant to California Vehicle Code Section 21107.8, upon enactment of this Article, the provisions of the California Vehicle Code shall apply to the privately owned and maintained off-street parking facilities enumerated in resolution as adopted and amended from time to time.

10.10.040 Signage.

Notwithstanding the provisions of this Article, the provisions of the California Vehicle Code shall not apply to any off-street parking facilities described herein unless the owner or operator has caused to be posted in a conspicuous place at each entrance to such off-street parking facility, a notice not less than 17 x 22 inches in size with lettering not less than one inch in height, to the effect that such off-street parking facility is subject to public traffic regulations and control.

10.10.050 No Obligation to Patrol Private Parking Lots.

Nothing in this Article shall be interpreted to require the Riverside County Sheriff Department to provide patrol or enforce any provisions of the California Vehicle Code on any privately owned and maintained off-street parking facility subject to the provisions of the California Vehicle Code pursuant to this Article.
