16.68.010 Definition.

“Tour bus” means any bus or other commercial vehicle operated for hire to transport sightseers or tourists wherever licensed, exceeding a maximum gross weight of three tons and used primarily for transport of passengers for compensation. It does not include school buses or buses transporting passengers over regular routes within the city where the routes are specifically designated by the California Public Utilities Commission or approved by the city. 16.68.020 Parking, stopping or standing.

(a) Subject to the exceptions set out in subsection (b) of this section, it is unlawful for tour buses to park, stop or stand, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic-control device, at any location along Ocean View Boulevard or along Sunset Drive between Lighthouse Avenue and the westerly property boundary of the Beachcomber Motel property on Sunset Drive, including turnout areas adjacent to Ocean View Boulevard or the described portion of Sunset Drive.

(b) Exceptions.

(1) Tour buses may park on either side of Ocean View Boulevard between its intersection with the easterly end of Mermaid Avenue and its intersection with Marine Street;

(2) Tour buses may park on the approximately 208-foot turnout oceanward of Ocean View Boulevard at Point Pinos opposite the fog horn structure;

(3) Tour buses may park on either side of Ocean View Boulevard adjacent to lodging establishments for the purpose of unloading passengers having dining or lodging reservations or other business at such establishments. Tour buses may remain parked in said location until the passengers have completed their business at such establishments. Owners/proprietors of such establishments may arrange with the chief of police for reserving an area for tour bus parking pursuant to this exception, no earlier than 24 hours prior to anticipated arrival of a bus or buses. 16.68.030 Engine idling.

It is unlawful for a tour bus to be parked or standing with its engine running, for the purpose of boarding or discharging its passengers. [Ord. 1944 N.S. § 2, 1994].
