10.12.010 Parallel parking on certain streets designated.

All vehicles shall be parked parallel to the curb line with both wheels next to the said curb not more than eighteen inches distant therefrom on the following streets of the city, including the streets on which parallel parking was established by Ordinance 116, codified throughout Chapters 10.04 through 10.20, of the city:

A.    The Plaza;

B.    Las Palmas Avenue between the Plaza and Second Street;

C.    Salado Avenue from the Plaza to its intersection with El Circulo and Second Streets;

D.    Las Palmas Avenue from the Plaza to El Circulo Street;

E.    Salado Avenue from the Plaza to El Circulo Street;

F.    North Third Street from the Plaza to El Circulo Street;

G.    Del Puerto Avenue from the Plaza to its intersection with El Circulo and Second Streets;

H.    Second Street. (Res. (part), passed 9/16/55).

10.12.020 Specifications for parallel parking spaces.

It shall be the duty of the superintendent of streets, as soon as curbs have been installed on the streets mentioned in Section 10.12.010 for which parallel parking has been provided, to indicate by the painting of white lines upon the curb and surface of the roadway the space within which each vehicle shall be parked, which space shall not be less than twenty-two feet in length for each vehicle; provided, however, that no such spaces shall be designated on the left hand or inner curb of the Plaza. 10.12.030 Applicability of provisions.

Nothing herein contained shall be construed as affecting the restrictions on the numbers of vehicles which may park on the outer side of the Plaza by Section 10.12.050. (Res. (part), passed 9/16/55)

10.12.040 Violation of Sections 10.12.010 through 10.12.030—Penalty.

Pursuant to the provisions of Ordinance 116, codified throughout Chapters 10.04 through 10.20, violation of any of the provisions of Sections 10.12.010 through 10.12.030 constitutes a misdemeanor and shall be punishable as provided in Section 10.04.060. Sections 10.12.010 through 10.12.030 are adopted pursuant to the powers granted by Ordinance 116 codified throughout Chapters 10.04 through 10.20. (Res. (part), passed 9/16/55).

10.12.050 Access interference prohibited.

It is unlawful for any person to leave an automobile, motorcycle or other vehicle parked on the public streets or highways of the city so as to interfere with the free use of the crosswalks or sidewalks in the streets and highways, or in such manner as to prevent the free and uninterrupted access, at all times, to fire hydrants along the streets or highways. 10.12.060 Angle parking—Indication— Designation authority.

A.    It shall be the duty of the superintendent of streets wherever curbs have been installed on streets in the business district, where angle parking is permitted, to indicate by the painting of white lines upon the curb and surface of the roadway, the proper angle for parking together with the space within which each vehicle shall be parked, which space shall not be less than eleven feet per vehicle. No vehicle shall be parked where angle parking is permitted unless all the wheels of such vehicle are entirely within the space designated therefor by said lines.

B.    The city council is authorized to determine by resolution from time to time, upon what additional streets angle parking shall be permitted and to indicate such places by the painting of white lines as above specified and is further authorized to change by resolution any streets on which angle parking is permitted by Ordinance 116, codified throughout Chapters 10.04 through 10.20 and to require parallel parking thereon. 10.12.070 Horsedrawn vehicles.

No horse-drawn vehicle shall be left standing in public streets or highways unless the animal or animals be firmly hitched to some substantial hitching rack. (Ord. 116 § 4d (part), 1952).

10.12.080 Designating prohibited stopping areas.

Upon all streets within any business district the city council shall designate locations where stopping is prohibited by placing and maintaining red paint or other red material upon the entire curb surface within such areas, omitting any crosswalk area, or by placing and maintaining appropriate signs directing that the stopping of vehicles is prohibited. 10.12.090 Parking commercial vehicles in residential districts prohibited— Exceptions.

A.    No person shall park any commercial vehicle having a manufacturer’s gross vehicle weight rating of ten thousand pounds or more upon any street or alley within any residential district of the city. “Residential district” means any district which is classified as residential under the provisions of the zoning ordinance of the city codified in Title 18 of this code.

B.    The provisions of this section shall not apply to:

1.    Any commercial vehicle making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on the restricted streets or highways or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon the restricted streets or highways for which a building permit has previously been obtained;

2.    Motor homes;

3.    Any street within any residential district which has been duly designated a truck route.

C.    Any person, firm or corporation violating any of the provisions of this section shall be deemed guilty of a misdemeanor and upon condition thereof shall be punished by a fine of not more than five hundred dollars, or by imprisonment in the County Jail not to exceed six months, or by both such fine and imprisonment. Each separate day or any portion thereof during which any violation of this section occurs or continues shall be deemed to constitute a separate offense, and upon conviction thereof shall be punishable as herein provided. 10.12.100 Penalty for violations.

Any person, firm, or corporation violating any of the provisions of Section 10.12.090 is guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine not to exceed twenty-five dollars, or by imprisonment in the city or county jail for not more than five days or by both such fine and imprisonment. Each separate day or any portion thereof during which any violation of Section 10.12.090 occurs or continues constitutes a separate offense, and upon conviction thereof shall be punishable as herein provided.
