10.16.010 Angle parking areas in the business district designated—Parallel parking when.

A.    All vehicles, when parked in the streets or highways in the business district of the city except on The Plaza, Second Street; Del Puerto Avenue between The Plaza and its intersection with El Circulo and Second Street; and the east side of North Third Street, between The Plaza and El Circulo Street shall stand at an angle of forty-five degrees with the curbline of said street or highway, save and except that vehicles parked on the west side of North Third Street between The Plaza and El Circulo Street shall stand at an angle of sixty degrees with the curbline of said street, and in case of motor vehicles, facing the curb and with the right front wheel thereof not more than one foot from said curbline. Motor vehicles parked on The Plaza and said other streets in the business district, enumerated above, or angle parking is not herein provided for shall be parked parallel to the curbline with both wheels next to the curbline not more than eighteen inches distance therefrom.

B.    All vehicles shall be parked parallel to the curbline with both wheels next to the said curb not more than eighteen inches distant therefrom on the following streets of the city:

1.    The Plaza;

2.    Las Palmas Avenue between The Plaza and Second Street;

3.    Salado Avenue from The Plaza to its intersection with El Circulo and Second Streets;

4.    Las Palmas Avenue from The Plaza to El Circulo Street;

5.    Salado Avenue from The Plaza to El Circulo Street;

6.    Del Puerto Avenue from The Plaza to its intersection with El Circulo and Second Streets;

7.    The easterly side of North Third Street from The Plaza to El Circulo Street;

8.    Second Street. (Ord. 385 § 1, 1985: Ord. 116 § 4b, 1952).

10.16.020 Plaza area parking—Indicating no parking areas.

Vehicles may be parked adjacent to and within eighteen inches of the left hand curb of the Plaza; no more than one motor vehicle shall be parked at any time on the outer side of the Plaza in front of Blocks 45, 46, 50 and 51, and not more than two motor vehicles shall be parked at any one time on the outer side of the Plaza in front of Blocks 44, 47, 49 and 52. It shall be the duty of the superintendent of streets to indicate the limits of the street in front of the blocks within which motor vehicles shall not be parked, by painting the curb red which red marking shall extend at least eight feet from the intersection. 10.16.030 No parking areas—Designated.

It is unlawful for the operator of a vehicle to stop or park such vehicle in any of the following places except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or traffic control device:

A.    Within twenty feet of an intersecting roadway in locations where parallel parking is permitted; within twenty feet of an intersecting roadway where angle parking is permitted where vehicles backing from the curb are backing away from such intersecting roadway; within twenty-nine feet of an intersecting roadway where vehicles backing from the curb are backing toward such intersecting roadway. The provisions of this section shall not apply to locations on the outer side of Del Puerto Avenue where stopping or parking at a lesser distance from the intersection is permitted by Section 10.16.020;

B.    In front of the Theatre Building located on Lots 5 and 6 in Block 51, fronting on Del Puerto Avenue, at any time when a performance is in progress therein or the theater is open to the public for such performance. (Ord. 424 § 1, 1987; Ord. 116 § 5, 1952).

10.16.040 No parking areas—Additional— Designated—Hours.

It is unlawful to park or leave standing any vehicle on Del Puerto Avenue between the Plaza and El Circulo Street or on South Third Street between the Plaza and El Circulo Street, at any time between the hours of three a.m. and five a.m.; and the superintendent of streets is directed to erect signs on the streets giving notice of the hours during which such stopping is prohibited. (Ord. 118 § 1, 1953).

10.16.050 Authority to change parking hours.

The city council shall have the power by resolution to change the hours during which parking shall be prohibited on the streets, and shall also have the power by resolution to prohibit parking during certain hours on additional streets in the city and any violation of the terms of any such resolution shall also constitute a misdemeanor and be punished as set forth in Section 10.16.060. (Ord. 118 § 3, 1953).

10.16.060 Violation of Sections 10.16.040 and 10.16.050—Penalty.

Any person violating any of the provisions of Section 10.16.040 and 10.16.050 is guilty of a misdemeanor and upon conviction thereof shall be punished by a fine not exceeding the sum of three hundred dollars, or by imprisonment in the county jail for not exceeding thirty days or by both such fine and imprisonment.
