COLLECTION OF CONTRA COSTA WATER DISTRICT’S FACILITIES RESERVE CHARGE

13.10.010 Findings and purpose.

A. The board of directors of the Contra Costa water district (the “district”) has adopted Resolution No. 93-24 which creates and imposes a new facilities reserve charge (the “raw water fee”) on wholesale municipal customers. The raw water fee applies to all new or enlarged water meters permitted by the city.

B. The city council has determined that the raw water fee owed to the district for each new or enlarged water meter shall be passed through to the water customer requesting the new or enlarged water meter. [Ord. 1066 § 1, 1993.]

13.10.020 Collection of fee.

Any applicant requesting a new or enlarged water meter shall pay a raw water fee. The raw water fee shall be in the amount established and collected by the Contra Costa water district. [Ord. 08-1301 § 1, 2008; Ord. 1066 § 1, 1993.]

13.10.030 Time of payment.

A. The raw water fee set forth in this chapter shall be paid prior to the issuance of any required building permit, or at such earlier time as established by district’s written procedures and consistent with applicable law. If a building permit is not required, the raw water fee shall be paid at the time any connection or change in meter size is made, or at such earlier time as established by the district’s written procedures and consistent with applicable law.

B. District shall submit proof that the raw water fee has been collected to the building division, in a form satisfactory to the city. Upon receipt of satisfactory proof that the raw water fee has been paid, the city may issue any required permit consistent with applicable law.
