CONSUMER DEPOSITS – SERVICE BEYOND THE CITY

13.16.010 Consumer’s deposit – Required – Amount.

Consumers are required to establish and maintain credit to the satisfaction of the city. The city may require a guarantee deposit and the payment in full of any due bills before granting, continuing or reestablishing service. The deposit shall be not less than $10.00 nor more than the estimated total of the average bimonthly billing to the consumer. [1937 Code § 498.1.]

13.16.020 Consumer’s deposit – Required from whom.

Any consumer who is in one of the following categories shall be required to pay a deposit to guarantee payment of water bills:

A. A consumer who does not own any real property in this city and who has not established credit to the satisfaction of the city by prompt payment of water bills;

B. A consumer who does own real property in this city but who has a record in the preceding 12 months of delinquency in the payment of his water bills to the city. [1937 Code § 498.2.]

13.16.030 Consumer’s deposit – Disposition.

The amount on deposit will be applied to the consumer’s water account during the first billing after one full year has elapsed; provided, that the consumer has met the credit requirements of the city. If the service is discontinued by request of the consumer within one year of making a deposit, the balance of any deposit remaining after the closing bill for service has been settled will be promptly returned to the consumer. Any overdue bill may be deducted from the guarantee deposit and the service may be discontinued until the deposit is restored to the original amount. No interest will be paid on deposits. 13.16.040 Service outside city.

A. Outside Consumer Service. Property located outside the city may be served by the municipal waterworks upon application therefor made to and approved by the city council.
