6.12.010 Dog licensing.

A.    All dog owners, except tourists or visitors who stay less than thirty (30) days, shall apply for and obtain a separate dog license for each dog they own, possess, keep, or harbor after it is four months of age. All dog owners must possess such license at the time the dog is five months of age or thirty (30) days after obtaining or bringing into the city any dog over four months of age.

B.    Any dog which is legally impounded according to the provisions of this chapter shall be presumed to be a dog which, prior to impounding, required a license, regardless of such dog’s actual age or owner’s place of residence.

C.    Upon presentation by the dog owner of a rabies certificate that is valid throughout the license period, and payment of the license fee, and if applicable, a late fee, the city shall issue a pet license and license tag. The dog owner shall retain the pet license for inspection by any person charged with the enforcement of this chapter.

D.    A dog license shall be effective until the first day of January following issuance and shall be renewed within thirty (30) days after each January 1st.

E.    The city council, by resolution, may establish a licensing period not to exceed three years for dogs that have reached the age of twelve (12) months, or older, and have been vaccinated against rabies. The person to whom the license issued pursuant to this subsection may choose a license period established by the city council of up to one, two or three years.

When issuing a license pursuant to this subsection, the license period shall not extend beyond the remaining period of validity for the current rabies vaccination. Each license will be renewed within thirty (30) days of the expiration date to avoid a late fee.

F.    No fee shall be required for certified Seeing Eye dogs, hearing dogs, or certified dogs that are trained to assist the physically handicapped or governmental police dogs.

G.    License Tags.

1.    With each license for an individual dog, there shall be issued and delivered to the person securing the license, a metal tag with the serial number of the license and the year for which it is issued.

2.    A duplicate of a lost tag may be procured upon presentation of the original license and the payment of a prescribed fee.

3.    The dog owner shall securely affix the current license tag to the collar or harness of the dog for which the license tag was issued and shall ensure the dog wears such license tag at all times except while such dog remains indoors.

4.    The license tag issued for one dog shall not be transferred or attached to any other dog.

5.    No person shall remove a license tag from the collar or harness or remove the collar or harness bearing such tag from a dog.

6.    No person shall counterfeit or imitate any license tag issued pursuant to this section, attach a counterfeit or imitation tag to any dog, or possess any such counterfeit tag.

H.    Licensing shall not be required for a person who is a resident of an area at the time the area is annexed to the city and who, at such time, owns or has in his or her custody or control a dog for which a license fee has been paid and a dog license issued under ordinances of the county. All persons shall be subject to all provisions of subsection G of this section whether a county or city license is issued. (Ord. 1060 § 1 (part), 1999: prior code § 6.12.010)

6.12.020 Cat licensing.

The owner of any cat, may upon submission of proof of rabies vaccination certified by a licensed veterinarian and upon payment of the fee established by resolution of the city council, be issued a license and tag. No person shall remove a tag from a cat without the consent of the owner. A license shall be effective until the first day of January following issuance. The obtaining of such license shall be optional on the part of the cat owner. (Ord. 1060 § 1 (part), 1999: prior code § 6.12.020)

6.12.030 Vietnamese pot bellied pig licensing.

A.    Every person owning or having custody or control of any pot bellied pig over the age of four months shall pay for and obtain a license from the city.

B.    Any pot bellied pig kept or maintained must be spayed or neutered as a condition of being licensed. No license shall be issued unless and until its owner or custodian presents a valid certificate of sterilization from a veterinarian. Any unaltered pot bellied pig shall be subject to immediate impoundment.

C.    A licensed Vietnamese pot bellied pig shall be required to wear its license tag securely affixed to a collar, harness or other device which shall at all times be worn by the pig except while such pig remains indoors or is in an enclosed pen or yard.
