13.28.010 Materials generally.

The material used in work done under this chapter shall be equal in quality to, and the manner of construction shall meet, all the requirements prescribed by the specifications for public sewers in the city which may be adopted from time to time as standard specifications for the construction of sanitary sewers and appurtenances thereto by the city council, and all such work must be constructed or installed in accordance therewith before a certificate of final inspection shall be granted by the superintendent of public works. 13.28.020 Sewer connection alterations or repairs.

Upon the renewal or alteration of any public or house connection sewer, or upon the making of any repairs or additions thereto, if any new material is placed in either such sewer, the new part shall be properly connected with and attached to the original part of the sewer. If any materials are to be reset either in the old or new part of the public or house connection sewer, then both the original and the new additional parts and any altered part shall be made to conform in all respects to the rules and regulations prescribed in this title. 13.28.030 Pipes—Specifications.

All sewer pipe extending from the city street sewer or main sewer line to the curb shall be Grade I, standard strength, cast-iron pipe or vitrified clay, and all sewer pipe extending from the curb line to the house or building connection shall be Grade I, standard strength, vitrified clay, bituminous fiber, transite or cast-iron pipe, all of which shall be not less than four inches inside diameter where the service is to serve less than twenty (20) persons, and shall be not less than six inches inside diameter where the service is to serve twenty (20) or more persons. All house connections shall extend two feet from the outside wall of the house and shall be constructed of cast iron, not less than four inches inside diameter. Such house sewer connection shall be lead so that the top thereof shall not be less than five feet below the grade street level. (Prior code § 13.52.030)

13.28.040 Cast iron pipe joints.

All joints of standard cast iron soil pipe shall be made with approval of the superintendent. (Ord. 1069 § 44, 1999: prior code § 13.52.040)

13.28.050 Sewer connection—Grade.

The grade of the house connection sewers shall be straight from the property line to the public sewer and shall have a fall of not less than one foot in fifty (50) feet towards the public sewer, except where otherwise permitted by special permit in writing from the superintendent. 13.28.060 Sewer connection—Pressure requirements and tests.

A.    Every house connection sewer outside of any building shall be constructed in such a manner as to withstand a pressure of not less than four pounds per square inch without leaking at any point when filled with water.

B.    Every such house connection sewer shall be tested before being approved in that portion extending from the property line to the upper terminus thereof by a pump test which shall consist of filling such line with water, capping or sealing each upper terminus thereof, and applying an air pump at the property line in such a manner as to furnish an aggregate pressure of four pounds per square inch in such sewer at such lower terminus.

C.    In the event that any joints of any such house connection sewer are cemented with Portland cement mortar, no such test shall be made thereof until the expiration of not less than twenty-four (24) hours after the cement joints are made.

D.    No such house connection sewer shall be approved if any portion thereof, including any fitting, material, work or construction, fails to withstand the test provided in this section without leaking at any joint. (Prior code § 13.52.060)

13.28.070 Sewer connection—Cleanouts.

A cleanout shall be placed at the discretion of the superintendent. (Ord. 1069 § 46, 1999: prior code § 13.52.070)

13.28.080 Vitrified clay pipe—Laying.

All vitrified clay pipe used under this chapter shall be laid upgrade on an unyielding foundation and with the socket ends of the pipe upgrade. (Prior code § 13.52.080)

13.28.090 Vitrified clay pipe—Joints.

A.    A narrow gasket of oakum or hemp shall be calked into each joint of vitrified clay pipe, after which the mortar shall be introduced therein. The entire annular space in all pipe joints between the exterior of the spigot and the interior of the socket shall be completely and carefully filled with cement mortar which shall be composed of one part cement and two parts of sand, and the connection shall be watertight when completed.

B.    When the condition of the trench is such that it is impossible to secure a watertight cement mortar joint, a sewer joint compound which shall meet the requirements of the standard specifications for a public sewers shall be used. (Prior code § 13.52.090)

13.28.100 Vitrified clay pipe—Location.

Vitrified clay piping shall not be placed closer than twelve (12) inches to the exterior wall of any building or closer than twelve (12) inches to the surface of the ground at any point of its course. (Prior code § 13.52.100)
