ENGINEERING DEPARTMENT

2.40.010 Organization generally – City Engineer.

The Engineering Department shall be under the general supervision of the City Engineer who shall be in the unclassified service, and shall be organized into divisions as provided in this chapter. The City Engineer shall also assist the Director of Public Works in the general administration of the Public Works Department. 2.40.020 Design division.

There shall be a design division in the Engineering Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:

(a) Prepare plans, specifications, notices, forms and contract documents relating to any and all public works and other projects let to bid.

(b) Prepare and maintain all necessary permanent official maps, records, reports and documents.

(c) Administer the City street opening permit and sidewalk deficiency programs.

(d) Prepare and recommend annual and long-range operating and capital improvement budgets. (Ord. 1215 § 2, 7-22-69; Ord. 1285 § 4, 2-19-74; Ord. 1411 § 2, 1-20-81. Formerly § 2-36.1).

2.40.030 Traffic engineering division.

There shall be a traffic engineering division in the Engineering Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:

(a) Provide for approved street and highway markings and traffic control devices.

(b) Conduct and interpret a variety of traffic surveys, reports and analyses and make recommendations for traffic safety.

(c) Maintain the public rights-of-way free from the intrusion of trees and shrubs which may impede safe pedestrian and vehicle movement. (Ord. 1215 § 2, 7-22-69; Ord. 1411 § 2, 1-20-81. Formerly § 2-36.2).

2.40.040 Field services division.

There shall be a field services division in the Engineering Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:

(a) Provide the necessary staking, inspection and testing of materials of work in progress in the field.

(b) Process for approval any essential changes on public works projects while the work is in progress.

(c) Prepare permanent official maps, records, reports, documentation and data in connection with completed work and recommend payment of public works contracts in progress and upon completion and acceptance.

(d) Provide supervision, coordination and inspection of work authorized under the City street opening permit and sidewalk deficiency programs. (Ord. 1215 § 2, 7-22-69; Ord. 1411 § 2, 1-20-81. Formerly § 2-36.3).

2.40.050 Land and property development division.

There shall be a land and property development division in the Engineering Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:

(a) Prepare and maintain all legal descriptions, permanent official maps, reports, documents and data in connection with completed work of public works improvements.

(b) Assist in the acquisition of all lands, easements and rights-of-way required by City.

(c) Prepare and process a variety of property and development agreements and cost clearance certificates, including the implementation of the City's program relative to the encroachment of private improvements in easements and public rights-of-way.
