2.65.010 Organization generally – Director of Electric Utility.

The Electric Department shall be under the direct supervision of the Director of Electric Utility and shall be organized into divisions as provided herein. The Assistant Director of Electric Utility, who shall be in the unclassified service, shall directly assist the Director of Electric Utility in supervision, as well as in the overall general administration of the Electric Department; shall direct the planning, engineering, and operations of the City electric system, electrical generating facilities and power acquisition activities; shall act in the capacity of the Director of Electric Utility in his/her absence, and do the work of the Director of Electric Utility as required; all in accordance with the direction, orders, rules and regulations of the Director of Electric Utility. 2.65.020 Power supply development and licensing division.

The power supply development and licensing division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of the division shall be to develop and negotiate various agreements and obtain the necessary permits and licenses to design, construct and operate power generation projects. 2.65.030 Joint action projects division.

The joint action projects division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to coordinate joint power agency activities. (Ord. 1450 § 1, 5-18-82. Formerly § 2-41.2).

2.65.040 Cogeneration projects division.

The cogeneration projects division of the Electric Department shall be under the immediate supervision of a division manager or field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to operate and maintain cogeneration plants. (Ord. 1450 § 1, 5-18-82. Formerly § 2-41.3).

2.65.050 Control operations division.

The head of the control operations division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the daily operations of the City electric system. (Ord. 1295 § 1, 9-24-74; Ord. 1450 § 1, 5-18-82. Formerly § 2-41.4).

2.65.060 Power supply contracts division.

The power supply contracts division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to analyze existing bulk power supply options and coordinate power supply contracts. (Ord. 1450 § 1, 5-18-82. Formerly § 2-41.5).

2.65.070 Rates division.

The rates division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to develop and analyze electric rate proposals, and perform Electric Department financial analyses. 2.65.080 Energy conservation and services division.

The energy conservation and services division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to develop and administer energy conservation programs and to provide other customer service activities as may be assigned to the division. 2.65.090 Training and services division.

The training and services division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the preparation and implementation of safety and training programs, and to provide emergency-related customer services. 2.65.100 Electrical planning division.

The electrical planning division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the planning studies necessary to provide an orderly expansion of the electric transmission and distribution systems. 2.65.110 Engineering division.

The engineering division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to provide engineering design, estimating, and drafting services required for expansion and improvement of electric transmission, distribution, and street light facilities. 2.65.120 Field administration division.

The field administration division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to assist in the coordination of field services. (Ord. 1339 § 3, 10-5-76; Ord. 1450 § 1, 5-18-82. Formerly § 2-41.11).

2.65.130 Overhead division.

The overhead division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the construction and maintenance of the overhead transmission and distribution system, and street lighting system of the City. 2.65.140 Underground division.

The underground division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the construction and maintenance of the underground transmission and distribution system of the City. 2.65.150 Substation maintenance division.

The substation maintenance division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise routine day-to-day maintenance of the electric system transmission and distribution substations, and supervisory control systems. 2.65.160 Municipal services division.

The municipal services division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the day-to-day maintenance of the automatic controls for traffic signals and meters. (Ord. 1450 § 1, 5-18-82.
