2.85.010 Organization generally – Fire Chief.

The Fire Department shall be under the direct supervision of a Fire Chief, who shall be in the unclassified service, and shall be organized into the divisions as provided herein. (Ord. 1290 § 1, 6-11-74; Ord. 1571 § 1, 6-23-87; Ord. 1632 § 1, 2-11-92. Formerly § 2-63).

2.85.020 Assistant Fire Chief.

The Assistant Fire Chief shall be in the unclassified service under the direct supervision of the Fire Chief. The Assistant Fire Chief shall perform the duties of the Fire Chief in the absence of the Fire Chief. The Assistant Fire Chief shall directly supervise one or more of the following divisions of the Fire Department: administrative services; fire protection; fire prevention; and/or hazardous materials. 2.85.030 Deputy Fire Chief.

The Deputy Fire Chief shall be in the unclassified service under the direct supervision of the Fire Chief or Assistant Fire Chief. The Deputy Fire Chief shall directly supervise one or more of the following divisions of the Fire Department: administrative services; fire protection; fire prevention; and/or hazardous materials. The Deputy Fire Chief may perform the duties of the Fire Chief or Assistant Fire Chief in their absence. (Ord. 1632 § 1, 2-11-92. Formerly § 2-63.2).

2.85.040 Administrative division – Administrative Services Coordinator.

The Administrative Services Coordinator shall be under the direct supervision of the Assistant Fire Chief or Deputy Fire Chief. This division shall be under the immediate supervision of the Administrative Services Coordinator, who shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:

(a) Supervise all matters relating to the administration of the Fire Department.

(b) Coordinate the repair and maintenance of firefighting equipment and facilities.

(c) Prepare, compile, and maintain records and reports pertaining to the Fire Department.

(d) Prepare the annual Fire Department budget and exercise budget controls.

(e) Maintain and control the Department inventory of equipment and supplies.

(f) Coordinate map room operations.

(g) Perform such other related administrative duties as may be assigned by the Assistant Fire Chief or Deputy Fire Chief. (Ord. 1336 § 1, 8-24-76; Ord. 1410 § 1, 12-9-80; Ord. 1571 § 1, 6-23-87; Ord. 1632 § 1, 2-11-92. Formerly § 2-63.3).

2.85.050 Fire protection divisions – Battalion Chiefs.

There are hereby created four fire protection divisions. Each division shall be under the direct supervision of the Assistant Fire Chief or Deputy Fire Chief. Each division shall be under the immediate supervision of a Battalion Chief, who shall be in the unclassified service. The divisions are further identified as (a) emergency operations, with three divisions (shifts A, B, and C) and (b) training, with one division. Each Battalion Chief shall be responsible for the operation of the division he/she supervises.

(a) Emergency Operations Divisions (Shifts A, B, and C). The duties and responsibilities of these three emergency operations divisions are as follows:

(1) Supervision of all matters relating to the extinguishment of fires and the protection of property threatened thereby.

(2) Firefighting and maintenance of firefighting equipment and facilities.

(3) Public rescue, resuscitation, and first aid of fire victims, vehicle accident victims, and other emergency casualty victims.

(4) Assist pre-fire planning for fire suppression procedures, evacuation, and rescue procedures in structures having high value, or having high fire or high life-hazard occupancies.

(5) Fire protection inspections shall be made of commercial, industrial and high life-hazard occupancies on a coordinated basis with the fire prevention division.

(b) Training Division. The duties and responsibilities of this division are as follows:

(1) Schooling of personnel in advanced methods of firefighting, apparatus operation, rescue procedures, first aid, cardiopulmonary resuscitation, and all other related duties.

(2) Organization and training of industrial plant fire brigades.

(3) Review, evaluation, and updating of evolutions, methods, and procedures used in firefighting, rescue, and first aid.

2.85.060 Fire prevention division – Fire Marshal.

The fire prevention division shall be under the direct supervision of the Assistant Fire Chief or Deputy Fire Chief. The division shall be under the immediate supervision of the Fire Marshal, who shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:

(a) Inspection of buildings for safety, conducting school fire drills, and the review of building permit applications.

(b) Making frequent inspections of all property within the city and enforcement of fire prevention regulations.

(c) Causing the abatement or removal of fire hazardous buildings, litter, junk, uncultivated weeds, shrubs, and other flammable conditions.

(d) Conducting a public program of continual education in fire prevention.

(e) Enforcement of provisions of Chapter 15.60 SCCC and amendments thereto.

(f) Instruction of fire protection division personnel in current methods of fire inspection, prevention, and investigation.

(g) Review and updating of the Uniform Fire Code.

(h) Investigation of fires to determine the cause when the fire loss exceeds one hundred dollars ($100.00).

2.85.070 Hazardous materials divisions.

The hazardous materials divisions of the Fire Department shall be under the direct supervision of the Assistant Fire Chief or Deputy Fire Chief. There are hereby created four hazardous materials divisions. Each division shall be under the immediate supervision of a hazardous materials administrator or hazardous materials specialist, each of whom shall be in the unclassified service. The hazardous materials divisions are defined as (a) the hazardous materials administration division, (b) the hazardous materials training division, (c) the hazardous materials legislative division, and (d) the hazardous materials inspection division.

(a) Hazardous Materials Administration Division. The duties and responsibilities of the hazardous materials administrative division are as follows:

(1) Hazardous materials program coordination and division assignments.

(2) Provide consultation with Fire Department personnel, City personnel, and industry on hazardous materials issues.

(3) Serve as an on-site resource to the fire protection division in the event of a hazardous materials emergency.

(4) Perform related duties as assigned by the Assistant Fire Chief or Deputy Fire Chief.

(b) Hazardous Materials Training Division. The duties and responsibilities of the hazardous materials training division are as follows:

(1) Develop hazardous materials emergency training programs for the fire protection division and local industry.

(2) Provide consultation with Fire Department personnel, City personnel, and industry on hazardous materials issues.

(3) Serve as an on-site resource to the fire protection division in the event of a hazardous materials emergency.

(4) Assist the fire prevention division in carrying out legislative mandates and enforcement actions.

(5) Perform related duties as assigned by the Assistant Fire Chief, Deputy Fire Chief or hazardous materials administrator.

(c) Hazardous Materials Legislative Division. The duties and responsibilities of the hazardous materials legislative division are as follows:

(1) Participate in hazardous materials legislative coordination committees on a local, County and State level.

(2) Provide consultation with Fire Department personnel, City personnel, and industry on hazardous materials issues.

(3) Serve as on-site resource to the fire protection division in the event of a hazardous materials emergency.

(4) Assist the fire prevention division in carrying out legislative mandates and enforcement actions.

(5) Perform related duties as assigned by the Assistant Fire Chief, Deputy Fire Chief or hazardous materials administrator.

(6) Advise the hazardous materials administration division on implementation of new regulations, program revisions, and enforcement requirements.

(d) Hazardous Materials Inspection Division.

(1) Organize and perform hazardous materials/hazardous waste inspections and follow-up actions.

(2) Provide consultation with Fire Department personnel, City personnel, and industry on hazardous materials issues.

(3) Serve as on-site resource to the fire protection division in the event of a hazardous materials emergency.

(4) Assist the fire prevention division in carrying out legislative mandates and enforcement actions.

(5) Perform related duties as assigned by the Assistant Fire Chief, Deputy Fire Chief or hazardous materials administrator.
