18.38.010 Application.

The regulations set forth in this chapter apply to all CT zoning districts. (Zoning Ord. § 19-1).

18.38.020 Intent.

This district is primarily designed to provide for those commercial uses that are appropriate to major commercial thoroughfare or highway locations and are dependent on thoroughfare travel, and is intended to encourage the development of auto-oriented uses or other uses that are more suitable for individual auto access than for development within a shopping center. (Zoning Ord. § 19-2).

18.38.030 Permitted uses.

None but the following uses or uses that, in the opinion of the Planning Commission, are of a similar nature will be permitted.

All uses shall be conducted wholly within a completely enclosed building, except as provided in SCCC 18.38.040 and shall be so located, constructed, and operated as not to be offensive or objectionable because of dust, gas, smoke, noise, fumes, odors, vibrations, or other public nuisances.

(a) Any use permitted in the CC district, subject to the regulations set forth in this chapter.

(b) The following auto-oriented activities:

(1) Auto sales and service within a building.

(2) Garage – public or private, ambulance service, auto repair.

(3) Motorcycle sales and service.

(4) Motel, hotel.

(5) Rental business.

(6) Tire, battery, and auto accessory center.

(c) Incidental storage and accessory uses, including repair operations and services. (Zoning Ord. § 19-3).

18.38.040 Conditional uses.

The following conditional uses may be established only by first securing a use permit in each case as provided in Chapter 18.110 SCCC.

(a) Any conditional use permitted in the CC district, subject to the regulations set forth in this chapter.

(b) Auto laundry.

(c) Outdoor activity display or storage not contained wholly within a completely enclosed building, such as auto sales, boat sales, plant nursery, tire sales, trailer rental.

(d) Drive-in theater. (Zoning Ord. § 19-4).

18.38.050 Lot area.

Each lot shall contain a minimum area of seven thousand (7,500) square feet. (Zoning Ord. § 19-5).

18.38.060 Lot width.

The minimum lot width shall not be less than seventy-five (75) feet. (Zoning Ord. § 19-6).

18.38.070 Building height limits.

Maximum permitted height shall not exceed thirty-five (35) feet. (Zoning Ord. § 19-7).

18.38.080 Front yard.

Each lot shall have a street side front yard of not less than ten feet in depth. (Zoning Ord. § 19-8).

18.38.090 Side yards.

Side yards are required at each side of an interior lot that is adjacent at that side to a residentially zoned property or property designated as residential in the general plan. Each such side yard shall not be less than ten feet in width.

The street side yard of each corner lot exclusive of front yard shall not be less than ten feet in width. (Zoning Ord. § 19-9).

18.38.100 Rear yard.

A rear yard is required at the rear of each lot that is adjacent at the rear of the lot to a residentially zoned property or property designated as residential in the general plan. Such rear yard shall not be less than twenty (20) feet in depth. (Zoning Ord. § 19-10).

18.38.110 Maximum building coverage.

No requirement; subject to required parking, landscaping, and setbacks. (Zoning Ord. § 19-11).

18.38.120 Open landscaped area.

The following yards and areas shall be developed into and permanently maintained as open landscaped areas containing ground cover, trees, and shrubs:

(a) Required front yards; and

(b) Street side yards of corner lots (with openings for accessways in accordance with City standards); and

(c) A minimum landscaped area equal to at least ten percent of the required parking area, to be evenly distributed throughout the parking area and adjacent to buildings. (Zoning Ord. § 19-12).

18.38.130 Minimum parking requirements.

The minimum parking requirements are as specified in Chapter 18.74 SCCC. (Zoning Ord. § 19-13).

18.38.140 Additional development standards.

(a) Fencing. At the time of new construction or reconstruction of a building on property, a solid fence of masonry six feet high shall be installed, and thereafter maintained by the owner of property in this zoning district on all common property lines with residentially zoned property or with property designated as residential in the general plan.

Fencing shall not exceed three feet in height in required front or street side yard areas.

(b) Landscaped Buffer. A planter landscaped in screening shrubs and trees is required and shall be permanently maintained adjacent to the fencing and property lines abutting a residentially zoned property or property designated as residential in the general plan. Each planter area shall be surrounded with a six-inch raised concrete curbing or planning division-approved equivalent. Minimum width of planter shall be five feet. An irrigation system shall be installed and permanently maintained in working order in each separate planter area.

(c) Lighting. Lighting, if provided, shall reflect away from residential areas and public streets.

(d) Trash Disposal. Each property shall provide adequate and accessible trash disposal areas. Said disposal area shall be screened from public view by a masonry enclosure, with solid wood gates, at least six feet in height. (Zoning Ord. § 19-14).
