RESPONSIBILITIES

11-3-05 Permits and Inspections Division.
11-3-01 City Attorney.
The City Attorney shall be responsible for approving as to form all subdivision improvement agreements.
11-3-02 Council.
The Council shall have final jurisdiction in the approval of final maps and improvement agreements and the acceptance by the City of lands and/or improvements as may be proposed for dedication to the City for subdivisions of five (5) or more parcels.
The Council shall act as the Appeal Board for hearing appeals of the approval, conditional approval, or denial of tentative subdivision maps for subdivisions of five (5) or more parcels.
11-3-03 City Engineer.
The City Engineer shall be responsible for:
(a) Establishing the design and construction details, standards, and specifications;
(b) Determining if proposed subdivision improvements comply with the provisions of this title and the Subdivision Map Act and for reporting the findings, together with any recommendations for approval or conditional approval of the tentative map, to the Planning Director for subdivisions of five (5) or more parcels;
(c) The processing and certification of final maps, reversion to acreage maps, and amended maps and the processing and approval of subdivision improvements plans, lot line adjustments, mergers, and certificates of compliance;
(d) Examining and certifying that final maps are in substantial conformance with the approved tentative map;
(e) The acceptance of (1) dedications and improvements for subdivisions of four (4) or less parcels and (2) dedications which require a separate grant deed; and
(f) The approval, conditional approval, or denial of tentative maps for subdivisions of four (4) or less parcels.
11-3-04 Planning Department.
The Planning Department shall be responsible for the processing of preliminary, tentative, final, and parcel maps and for the collection of all required deposits and fees.
11-3-05 Permits and Inspections Division.
The Permits and Inspections Division of the Fire Department shall be responsible for:
(a) The inspection and approval of subdivision improvements; and
(b) The certification of the completion of certain private improvements not to be maintained by the City.
11-3-06 Planning Commission.
The Planning Commission shall be responsible for approving, conditionally approving, or denying applications for tentative map approval of subdivisions of five (5) or more lots or units, and reporting its action to the Council, and hearing appeals for subdivisions of four (4) or less parcels.
11-3-07 Planning Director.
The Planning Director shall be responsible for:
(a) Investigating proposed subdivisions for conformity with the General Plan, Specific Plans, and Zoning Ordinance and reporting his findings, together with recommendations for approval or conditional approval, to the Planning Commission for subdivisions and to the City Engineer for subdivisions of four (4) or less parcels; and
(b) Certifying, as secretary of the Planning Commission, that the Planning Commission has approved or conditionally approved the tentative map for subdivisions of five (5) or more parcels.
