2.32.010 Appointment of members – Purpose and duties.

The President of the City Council, with the concurrence of the Council, shall appoint a Parks and Recreation Advisory Board, which shall act in an advisory capacity to the City Council and the Director of the Department, including assisting in planning of recreation activities and in helping to promote a long-range program for the development of the City’s parks system.

2.32.020 Terms of members – Ex officio members.

The President of the Council shall select and, with the concurrence of the Council, appoint nine persons to the Parks and Recreation Advisory Board who are citizens of the City. All members shall serve three-year staggered terms in accordance with the adopted bylaws of the Board as amended. The initial appointments for the eighth and ninth members shall be two and three years, respectively. Thereafter a member may be reappointed by City Council upon expiration of his/her term for a three-year term for a total of four terms. The City Manager, or his designee, and the Parks and Recreation Director shall be ex officio, nonvoting members of the Board.

2.32.030 Filling of vacancies.

Appointments to fill vacancies on the Parks and Recreation Advisory Board shall be for the unexpired term and shall be made in the same manner as original appointments.

2.32.040 Compensation – Removal of members.

(a)    No member of the Parks and Recreation Advisory Board shall receive any compensation for such membership.

(b)    Members of the Parks and Recreation Advisory Board may be removed by action of the City Council for malfeasance or nonfeasance or for unexcused failure to attend three consecutive meetings of the Board. The Board may recommend such action to the Council.
