2-48-010 Commission jurisdiction.

A.    All offices, positions and places of employment in the city shall be made subject to the jurisdiction of the civil service commission except as hereinafter provided in subsection B.

B.    The following positions shall be exempt from and shall not be included in the classified civil service of the city:

1.    City comptroller;

2.    Assistant to the comptroller;

3.    Corporation counsel/city attorney;

4.    Director of civil defense;

5.    Director of planning;

6.    Deputy director of planning;

7.    Community development block grant director;

8.    Health inspector;

9.    One private secretary to the mayor;

10.    Administrative assistants to the mayor;

11.    Chief of police;

12.    Deputy chief of police;

13.    Fire marshal;

14.    Deputy fire marshal;

15.    Secretary to the police chief;

16.    Police cadets/deputy marshals;

17.    Secretary to the fire marshal;

18.    Superintendent of public works;

19.    Assistant superintendent of public works;

20.    Office manager of the public works department;

21.    Building maintenance foreman;

22.    Director of parking operations;

23.    Sanitation foreman;

24.    Inspectors;

25.    Sewer foreman;

26.    Vehicle maintenance foreman;

27.    Purchasing agent;

28.    Superintendent of water;

2-48-020 Residency requirements.

As a condition of employment, all employees of the city must reside within twenty-two (22) miles of the corporate limits of the city no later than six months after their hire date and must maintain their residency within this twenty-two (22) mile distance from the corporate limits of the city during their municipal employment. 2-48-030 Testing approval.

Not less than thirty (30) days prior to conducting examinations of applicants for employment with the city or promotional examinations, the commission shall submit a request for approval to the city council. The city council shall thereupon determine whether conducting examinations is appropriate at that time. The commission shall not proceed with nor shall it conduct any examination unless the city council has given its prior approval to the commission’s request to conduct such examinations. 2-48-040 Exclusions from eligibility for homestead lottery.

No person who is, at the time of application to the program, a city employee shall be eligible to participate in the city’s lottery for homestead properties. In addition, relatives in the immediate family of those employees who directly administer the homestead program shall also be ineligible to participate in the city’s lottery for homestead properties. 2-48-050 Elected officers—Compensation.

Effective at the first regular or special meeting of the city council following the official proclamation of vote results for the April 4, 2023, consolidated election from the Cook County Clerk’s office, the salaries of the elected officials shall be as follows:

May 1, 2023—April 30, 2024

Treasurer:

May 1, 2024—April 30, 2025 (2%)

In addition to these amounts specified above, the mayor, city clerk, aldermen and treasurer shall be entitled to participate in group health insurance benefits in the same manner as city employees. Further, the local liquor control commissioner will receive a salary of twenty-five thousand dollars ($25,000) per year for performing functions as local liquor control commissioner. 2-48-060 Conflicts with Paid Leave for All Workers Act.

No additional obligations with regard to paid leave, including, without limitation, any additional obligations adopted by the state of Illinois under the Paid Leave for All Workers Act, 820 ILCS 192/1, et seq., as well as any subsequent amendments, shall apply to employees of the city of Harvey, Illinois, and the city opts out of such regulations or requirements.
