16-28-010 DB downtown business district established.

The DB downtown business district functions as the urban center for retail, financial, professional, governmental and cultural activities. The intent of this district is to encourage businesses which are compatible, promote public convenience, increase pedestrian access and alleviate traffic congestion. The land use type of the downtown business district is one of moderate intensity due to the pedestrian orientation of the business establishments and the arrangement of a common parking facility. The location of any establishment in this district that generates excess traffic, creates noise, odor, hazards or unsightliness will be prohibited. (Ord. 2286 § 11.0, 1982)

16-28-020 Permitted principal uses.

A.    Permitted principal uses in the DB district are as follows:

Apparel stores, excluding second hand

Appliance stores/furniture, excluding use

Auto parts accessory sales

Arts and crafts

Banks

Barber shops and beauty parlors

Bicycle sales and service

Book and stationery stores

Bus depots

Camera shops

Candy and ice cream shops

Catering stores

Clubs and fraternal organizations

Coin shops

Convenience stores

Costume rental stores

Dance studios

Data processing centers

Delicatessens

Department and discount stores

Drug stores

Dry cleaning stores, not dry cleaning plants

Dwelling, provided above first floor

Electrical shops

Employment agencies

Exterminating shops

Financial institutions

Florist shops

Frozen food lockers

Gift shops

Glass repair and services

Grocery stores

Hardware stores

Hobby shops

Hotels

Interior decorating stores

Jewelry stores

Laundromats

Labor union halls

Leather shops

Locksmith shops

Mail order stores

Notion stores

Office general business

Office supply stores, including printing

16-28-030 Permitted accessory uses.

Permitted accessory uses in the DB district are as follows:

Cannabis craft growers and cannabis infusers may be an accessory use to a cannabis dispensary notwithstanding the use limitations in the zoning district, but only where allowed by state law and approved with a cannabis dispensary’s special use permit

Fences as permitted in Chapter 16-78 of this chapter

Off-street parking and loading as permitted in Chapter 16-76 of this chapter

16-28-040 Permitted special uses.

In the DB district, the following uses are conditional on the approval by the planning and zoning commission and the city council. See Sections 16-04-310 through 16-04-370 of this code for further information.

A.    Auto service stations;

B.    Cable TV and broadcasting (antenna installation);

C.    Cannabis craft grower;

D.    Cannabis dispensaries;

E.    Cannabis dispensaries, medical;

F.    Cannabis infusers;

G.    Churches and related religious institutions;

H.    Funeral homes;

I.    Governmental facilities, including but not limited to, the following uses:

1.    Commuting terminals,

2.    Cultural centers,

3.    Fire stations,

4.    Police stations,

5.    Parking structures,

6.    Utilities,

7.    Recreation centers;

J.    Liquor;

K.    Planned unit developments as permitted in Chapter 16-56;

L.    Taverns;

M.    Seasonal and temporary uses as permitted in Chapter 16-80;
