16-40-010 HM heavy manufacturing district established.

The HM heavy manufacturing district is established as a high intensity use area in which the principal uses are devoted to manufacturing, assembling, fabricating and warehousing. The intent of this district is to provide space in close proximity to rail and highway transportation mutes; to require industries that locate in this district which create noise, vibration, smoke, dust, odor, heat, glare and other hazards to comply with performance standards, established by the state of Illinois and the federal government. The industrial uses which cannot operate economically without producing some conditions which may be objectionable to the occupants of adjoining properties shall be located in accordance with the comprehensive land use plan of the city. 16-40-020 Permitted principal uses.

A.    Permitted principal uses in the HM district are as follows:

Acid manufacturing,

Alcoholic beverage manufacturing

Ammonia, bleach and chlorine manufacturing

Asbestos and asbestos products manufacturing

Asphalt manufacturing

Automobile and truck manufacturing

Blast furnace, steel works or rolling mills

Boiler works

Box and crate manufacturing

Brass foundry

Brick, tile and terra cotta manufacturing

Celluloid manufacturing or refining

Cement products

Chalk manufacturing

Charcoal manufacturing

Chemical manufacturing, excluding flammable and explosives

Coffin manufacturing

Coke oven

Creosote manufacturing

Disinfectant, insecticide or poison manufacturing

Distillation of bones, coal or wood

Dyestuff manufacturing

Fertilizer manufacturing

Furniture manufacturing

Gas manufacturing and/or bulk storage

Linoleum manufacturing

Meat and fish products manufacturing

Motor manufacture and testing

Paint, oil, linseed, shellac, turpentine and lacquer manufacturing

Porcelain products manufacturing

Railroad equipment manufacturing

Rubber products manufacturing

Smelters

Stone milling

Tar distillation or manufacturing

Vinegar manufacturing

Wax products manufacturing

Yeast plant

B.    Any other similar space intensive industrial uses not specially listed herein, which are compatible as determined by the department of building and planning with the other established uses. (Ord. 2286 § 14.1, 1982)

16-40-030 Permitted accessory uses.

Permitted accessory uses in the HM district are as follows:

Fences as permitted in Chapter 16-68

Off-street parking and loading as permitted in Chapter 16-72

Signs as permitted in Chapter 16-64. (Ord. 2286 § 14.2, 1982)

16-40-040 Permitted special uses.

In the HM district, the following uses are conditional on the approval by the planning and zoning commission and city council. See Sections 16-04-310 through 16-04-370 of this code for further information.

A.    Cannabis craft grower;

B.    Cannabis cultivation center;

C.    Cannabis cultivation center, medical;

D.    Cannabis infusers;

E.    Cannabis processors;

F.    Cannabis transporters;

G.    Governmental facilities including, but not limited to, the following uses:

1.    Commuting terminals,

2.    Cultural centers,

3.    Fire stations,

4.    Police stations,

5.    Parking structure,

6.    Utilities;

H.    Heliport;

I.    Industrial uses which create hazardous substances in their daily operation;

J.    Planned unit developments as permitted in Chapter 16-56 of this code;

K.    Junk yard, auto disassembly yards;
