36.01 RATES AND CHARGES.

(A) The Plymouth Community Ambulance Service is authorized to charge the following rates and categories of rates for the following services provided:

(B) The Plymouth Community Ambulance Service is authorized to charge other ambulance services for paramedic assist services on an ambulance run at the following rates and categories of rates:

(C) Levels of service defined.

(1) BASIC LIFE SUPPORT (BLS) is defined as that level of emergency medical service provided by an EMT-Basic, as specified by Indiana and local protocols.

(2) ADVANCED LIFE SUPPORT (ALS) is defined as that level of emergency medical service which includes an ALS assessment or the provision of at least 1 ALS intervention. An ALS assessment must be performed by an ALS crew and results in the determination that the patient’s condition requires an ALS level of care, even if no other ALS intervention is performed. ALS assessments will be recognized only in emergency situations.

(3) ADVANCED LIFE SUPPORT 2 (ALS 2) is defined as that level of emergency medical service that includes the administration of at least 3 medications or the provision of at least 1 of the following procedures: manual defib/cardioversion; endotracheal intubation; central venous line; cardiac pacing; chest decompression; surgical airway; intraosseous line. Medications must be administered by intravenous push/bolus or by continuous infusion. The “3 medication” rule does not include oxygen, aspirin, or 0.9% normal saline. The “3 medication” rule does include 3 administrations of the same qualifying medication.

(D) The Plymouth Community Ambulance Service shall charge Medicaid patients no more than the Medicaid Fee Schedule (as amended from time to time).

36.02 PATIENTS’ LIABILITY FOR PAYMENT.

The acceptance of the Plymouth Community Ambulance Service of assignments by patients of insurance benefits shall in no way relieve such patients of their obligation to make payment for said services in the event that the patient’s insurance fails to provide for full payment of the applicable charges. Patients shall remain responsible to the Plymouth Community Ambulance Service for the full amount of all such charges but shall be given credit for any amounts paid for by patient’s insurance.

36.03 SERVICE GIFT FUND.

There is hereby established the Plymouth Community Ambulance Service Gift Fund. Said gift fund shall receive deposits only of donations of money made by individuals, associations or other donors wishing to make such gifts for the benefit of the Plymouth Community Ambulance Service. Expenditures made out of and from funds of said Plymouth Community Ambulance Service Gift Fund may be made only be resolutions adopted by the Common Council.

36.04 COLLECTION OF RETRIEVAL COSTS.

The city shall collect from any person requesting copies of documents associated with an ambulance run the sum of $7.50. Said fee shall be designated a retrieval cost and shall include the cost of copying and postage.

36.05 COMPENSATION OF VOLUNTEER EMERGENCY MEDICAL PERSONNEL.

Compensation for the volunteer emergency medical personnel of the Plymouth Community Ambulance service is as follows:

(A) The hourly compensation of $4.50 and the $7 compensation for attendance at monthly meetings and for call-ins is terminated effective December 31, 2004.

(B) Effective January 1, 2005, compensation for volunteer emergency medical personnel of the Plymouth Community Ambulance Service shall be $12 for attendance at each of the 12 monthly meetings of the staff of the Plymouth Community Ambulance Service, and $12 for each time such personnel is required to report in at base by the Director of the Plymouth Community Ambulance Service, or by the dispatcher on duty acting pursuant to instructions and authority granted by said Director.

(C) It is affirmed that no compensation shall be paid to any volunteer emergency medical personnel of the Plymouth Community Ambulance Service by reason of his or her being on call.
