2.105.010 Establishment.

There is hereby created a youth council for the town of Whitestown, Indiana. [Ord. 2016-21 § 1]

2.105.020 Membership.

The youth council shall consist of seven members. Each member of the Whitestown town council shall appoint one member to the youth council who lives within the Whitestown municipal boundaries, except that the president and vice president of the town council shall each appoint one additional member to the youth council. 2.105.030 Qualifications.

All youth council members shall be Whitestown residents enrolled in grades nine through 12 at the time of their appointment. Appointments are in the discretion of the respective town council members, but applicants seeking membership to the youth council are encouraged to demonstrate qualities of leadership, goal-setting, commitment to community service and community values, and should desire to create positive opportunities for other youth in the Whitestown community. 2.105.040 Terms.

The term for each member of the youth council shall be for one year, beginning on August 1st. Individuals may be appointed for additional terms. Members shall further serve at the pleasure of the appointing member of the town council, and may be removed for any reason that the appointing member of the town council determines to be sufficient. Young residents seeking appointment to the youth council are encouraged to email a letter of interest directly to his/her town council representative. [Ord. 2016-21 § 4]

2.105.050 Meetings.

The youth council shall hold meetings at least six times each term, and may hold such additional meetings as the membership of the youth council determines to be appropriate. At its first meeting each term, the youth council shall select from its membership a president, vice-president, and secretary, and the youth council shall take and maintain minutes of all of its meetings. 2.105.060 Duties.

The youth council is charged with reviewing, considering, discussing, debating, and advocating on such issues and matters affecting local government and the Whitestown community that the members of the youth council and the Whitestown youth determine to be important and appropriate, and which are for the betterment of Whitestown and its youth. The youth council is encouraged to identify issues impacting Whitestown youth that should be considered by local government, seek and develop realistic and efficient solutions, and make recommendations for consideration by the town council. The youth council shall report to the town council on its activities at least three times each term. [Ord. 2016-21 § 6]
