Article I. Pedestrians’ Right and Duties

10.30.010 Traffic control signals.

Pedestrians shall be subject to traffic-control signals as heretofore declared in [Chapter 10.10] WMC, but at all other places pedestrians shall be granted the rights and be subject to the restrictions stated in this article. [Ord. 1985-04 § 9. Prior code Title 7, Ch. 2, Art. 9, § 1]

10.30.020 Crosswalks.

Pedestrians shall have the right-of-way when lawfully in a crosswalk. [Ord. 1985-04 § 9. Prior code Title 7, Ch. 2, Art. 9, § 2]

10.30.030 Warnings.

Notwithstanding the foregoing provisions of this article every driver of a vehicle shall exercise due care to avoid a collision with any pedestrian upon any roadway and shall give warning by sounding the horn when necessary and shall exercise the proper precaution upon observing any child or any confused or incapacitated person upon a roadway. 10.30.040 Emerging from an alley or driveway.

Prior to driving onto a sidewalk, all vehicles must stop before emerging from an alley or driveway. [Ord. 2012-18 § 1(e). Prior code Title 7, Ch. 2, Art. 9, § 101]

10.30.050 Mounting moving vehicles.

No person shall mount, climb, jump on, or cling to the exterior of a bus, locomotive, railroad car, open truck bed, motor vehicle or aircraft while vehicle is moving. [Ord. 2012-18 § 1(e). Prior code Title 7, Ch. 2, Art. 9, § 102]

Article II. Regulation for Bicycles

10.30.060 Parents’ duties.

The parents of any child or the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this article. [Ord. 1985-04 § 9. Prior code Title 7, Ch. 2, Art. 10, § 1]

10.30.070 Riders’ responsibilities.

All persons riding bicycles shall obey all traffic laws and traffic signals. [Ord. 1985-04 § 9. Prior code Title 7, Ch. 2, Art. 10, § 2]

10.30.080 Number of riders.

No bicycle shall be used by more persons at a time than the number for which it is designed and equipped. [Ord. 1985-04 § 9. Prior code Title 7, Ch. 2, Art. 10, § 3]

10.30.090 Passengers.

No bicycle shall carry more riders than the number it is designed for. [Ord. 1985-04 § 9. Prior code Title 7, Ch. 2, Art. 10, § 4]

10.30.100 Riding more than two abreast.

It shall be a violation of this section to ride with more than two bicycles abreast in any one lane of a street or road. [Ord. 2012-18 § 1(f). Prior code Title 7, Ch. 2, Art. 10, § 101]

10.30.110 Using a whistle or siren.

No person shall use a whistle or siren in an unsafe manner while riding a bicycle. [Ord. 2012-18 § 1(f). Prior code Title 7, Ch. 2, Art. 10, § 102]

10.30.120 Brakes.

No bicycle may be operated without at least a rear brake that functions properly. [Ord. 2012-18 § 1(f). Prior code Title 7, Ch. 2, Art. 10, § 103]
