12.20.01 Purpose.

The governing body of the city has found there exists an important necessity to create an addressing and numbering system applicable to all residences, businesses, governmental entity structures and other appropriate structures. The purpose for this addressing and numbering system is to assist in carrying out the functions of any county or city communications district or districts that may be established and to assist those providing emergency services as to the location of those in need of such services through a uniform and comprehensive addressing and numbering system. 12.20.02 Displaying of numbers.

All residences and dwelling places, businesses and governmental entities (hereinafter “building” or “buildings”) situated in the city shall prominently display an address number that can be seen and read from the nearest roadway or street. The address numbers shall not be less than three inches in height. The address numbers shall be attached to a surface of a color that significantly contrasts with the color of the address numbers.

A prominently displayed address number is one which if the building is located greater than 40 feet from the roadway or street that is named in its address, then such address number shall be attached to a sturdy pole or other similar sturdy material and shall face the roadway or street that is named in the address where such building may be found and shall be located within 40 feet of such roadway or street at an elevation of at least two feet above ground. A prominently displayed address number is one which if the building is located 40 feet or less from the roadway or street that is named in its address then such address shall be attached to such building and shall face the roadway or street that is named in the address where such building may be found or shall be located attached to a sturdy pole or other similar sturdy material under the conditions as described above.

The placement and expense of such address numbers shall be the responsibility of the owner of the building. The city and/or United States Post Office shall assign the address number applicable to each building. (Ord. 689 § 2. Code 1996 § 13-402)

12.20.03 Deadline – Failure to comply – Applicable fine.

All such address numbers shall be displayed as required hereunder by May 1, 1996. Thereafter the owner of such building shall be subject to a fine of not greater than $5.00 for each day the owner has failed to properly address such building hereunder. Such failure to maintain properly displayed addressing numbers shall constitute an infraction designated as “failure to maintain proper addressing.”

Further, should the owner of any affected premises fail to assure proper addressing as stated above, then the city shall have the authority to enter upon any premises not in compliance thereof and place such addressing upon the premises and assess the costs of labor, materials and mailing or posting to the owner.

The city shall provide notice to the owner at his or her last known address by certified United States mail of such costs being assessed to the owner. If no address is known to the city of the owner then such notice shall be posted at the premises not in compliance. The notice shall state that payment of costs is due and payable within 30 days following receipt of the notice by certified mail or its refusal or posting, whichever is applicable.

If the costs incurred by the city for the placement of such addressing remain unpaid after 30 days, the costs shall be assessed as a special assessment against the lot or parcel of land upon which the noncompliance premises are located. The city clerk then shall, at the time of certifying other city taxes, certify the unpaid portion of the aforesaid costs and the county clerk shall enter the same on the tax rolls of the county against the lot parcel of land.
