(1) Destroy, damage, obstruct, or in any way interfere with any water meter, meter box, meter box cover, water valve, valve box, valve box cover, any water pipe, hydrant or fountain in the City, or any of the appurtenances of any City utility system;

(2) Operate, close or open any hydrant, service pipe, stop cock or valve belonging to or connected with the City waterworks system, except where prior approval is obtained from authorized City personnel when necessary to permit modification or improvement of such utility system; or

(3) Deposit dirt, stone or rubbish of any kind in any valve box, meter box, vault, or service box.
