All reports and applications for industrial wastewater discharge permits submitted to the Director by an industrial user must be signed and certified by an authorized representative of the industry; either an owner, corporate officer or manager, or departmental manager who supervises more than two hundred fifty (250) employees. One (1) of these officials may also appoint any other company representative to be authorized to sign the certification, but only after giving written notice to the Director in the form prescribed by the Director.
