In accordance with this title and general pretreatment standard 40 CFR Part 403.5(a)(1), no user shall discharge pollutants that cause pass through or interference at the City’s wastewater treatment facilities. Where applicable, industrial wastewater discharge permits will contain local numerical limits of discharge concentrations or mass for parameters that must be regulated by the City to prevent pass through and interference. The Director may develop best management practices (BMPs), by ordinance or in individual wastewater discharge permits, to implement local limits and the requirements of Section 14.08.120.
