For the purposes of this chapter, severance agreement shall mean an agreement between the city and a city employee who is to be terminated covering the details of the severance pay and benefits, the return of city property under the control or possession of the city employee, and releases of liability for termination in favor of the city, its officials, officers, employees and agents.
