The city manager is hereby delegated the authority to enter into and sign severance agreements with city employees who are to be terminated from city employment. No such severance agreement shall exceed the dollar value of three (3) months salary at the salary rate in effect on the date notice of termination was given, plus any accrued salary and benefits due and owing the terminated employee without the severance agreement being approved by the City Council.
