Subject to the provisions of all other sections of this chapter, the Public Building Commission shall provide for the construction as required of a new building or buildings, shall prepare all leases required in connection therewith and shall arrange for all financing of said building or buildings, including the site or sites, construction, equipping and furnishing and all other rentals, payments and revenue bond debt service requirements.
