It is the policy objective of the Governing Body that the capital improvements fund shall be used to provide a financing mechanism to meet the city’s present and future public infrastructure needs as set forth in the city’s adopted Capital Improvement Plan, including the repair, restoration and rehabilitation of existing public facilities, and to avoid the cost of unnecessary indebtedness.
