The City Manager is hereby authorized to promulgate such reasonable rules and regulations as are necessary to carry out the provisions or the intent of this Chapter. Any dispute over the interpretation and application of such rules and regulations may be appealed to the City Manager. The decision of the City Manager regarding such policy appeal is final.
