Prowling is willfully entering upon property owned or occupied by another with the intent of observing, looking or peeping into any window, door, skylight, or other opening in a house, room or building, or to remain in a public street, alley, parking lot or other parking place with the intent of wrongfully observing the actions of occupants of any such house, room, building or structure occupying an area where one would reasonably expect privacy and safety from uninvited intrusion or surveillance. Prowling is a Class A Public Offense. (Ord. 83-75 § 2, 1983.)
