13.12.010 Definitions—Parking meter zones—Installation.

A.    As used in this chapter, the following words shall have the meanings indicated:

“Parking meter” means a coin- or other pay-operated automatic or mechanical device or meter placed or erected for the regulation of parking.

“Parking meter space” means a space within a parking meter zone, adjacent to a parking meter and designated for the parking of a single vehicle by lines painted or otherwise marked on the curb or on the parking surface.

“Parking meter zone” means that portion of a street or other public area on which the parking of vehicles is regulated by parking meters.

B.    The parking of motor vehicles and other vehicles in these parking meter zones, contrary to the provisions of this chapter, is prohibited.

C.    Single-space and multi-space parking meters shall be installed within these parking meter zones and, as applicable, adjacent to parking meter spaces, as provided in this chapter. (Ord. 2009-54 § 1 (part), 2009)

13.12.020 Installation, design, and operation of parking meters.

A.    Single-space parking meters shall be installed on the curb immediately adjacent to each designated parking meter space.

B.    There shall be at least one multi-space parking meter installed on each street block or other public parking area where multi-space parking meters are used.

C.    Design and Operation.

1.    Each single-space parking meter shall be designed to display upon payment and activation:

a.    A signal that indicates legal parking for the duration paid for;

b.    Continuously, the remaining time until the legal parking duration expires; and

c.    An appropriate signal when the legal parking duration has expired.

2.    Upon payment and activation, each multi-space parking meter shall:

a.    Display the information specified in C.1. above; or

b.    Produce and issue a receipt that displays the amount of parking time purchased and the date and time at which the paid parking will expire.

D.    Display. Each parking meter shall contain a sign, plate or other device that:

1.    States the days and hours in which the parking meter is in operation and any exceptions to those days and hours;

2.    The amount and methods of payment for the legal parking of vehicles, including coins, bills, credit cards, debit cards, pre-paid parking cards, or other approved method of payment; and

3.    The duration during which parking is allowed on payment of the prescribed amount. (Ord. 2009-54 § 1 (part), 2009)

13.12.030 Establishment of parking meter zones, parking time periods, and rates.

A.    Whenever the City Manager determines that it is necessary for the regulation and control of the parking of vehicles, the City Manager or his or her designee is authorized to establish or change the location of parking meter zones; increase or decrease the number of parking meters installed on streets or other public areas of the City; change the type and location of parking meters; and establish or change the lawful parking time period, hours, days of operation, and rate for parking meters in any parking meter zone.

B.    The the City Manager or his or her designee shall promulgate appropriate administrative regulations designating parking meter zones and providing for the placement, installation, lawful parking time period, hours, days of operation, and rates of parking meters in parking meter zones in the City. All such regulations shall be adopted pursuant to the procedure set forth in Chapter 2.12 (Administrative Regulations). (Ord. 2016-47 § 1, 2016/Ord. 2009-54 § 1 (part), 2009)

13.12.040 Parking within designated parking meter spaces.

A.    An operator shall not park a vehicle in a parking meter zone during the regulated time applicable to the parking meter zone in a manner that causes the vehicle to occupy more than one parking meter space.

B.    Exception. When a vehicle is too large to fit into a single parking meter space, the operator may park the vehicle within more than one space if the appropriate payment is deposited in the parking meters for each parking meter space occupied.

C.    If only a portion of a street or other public area is designated for multi-space parking meter parking, an operator shall not park outside of the designated area using a multi-space parking meter. (Ord. 2009-54 § 1 (part), 2009)

13.12.050 Use of parking meter—Violations.

A.    Payment Required. An operator may not park a vehicle in a parking meter space or a parking meter zone controlled by a multi-space parking meter during the regulated time applicable to the parking meter zone unless payment has been made as provided in 13.12.020.C of this chapter.

B.    Maximum Period.

1.    The maximum period of time that a vehicle may be parked in a parking meter space or a parking meter zone controlled by a multi-space parking meter is that period specified on the sign, plate or other device required under 13.12.020.D of this chapter.

2.    On the expiration of the maximum period, the operator shall remove the vehicle from the parking meter space or a parking meter zone controlled by a multi-space parking meter, as applicable.

3.    The operator of the vehicle may not extend the maximum period by the deposit of additional payment.

C.    A vehicle parked in a parking meter space or a parking meter zone controlled by a multi-space parking meter, as applicable, for a duration longer than the maximum period is a violation of this chapter. (Ord. 2009-54 § 1 (part), 2009)

13.12.060 Parking meters—Tampering prohibited.

An unauthorized person shall not deface, injure, tamper with, open, or willfully break, destroy, or impair the operation or use of a parking meter. (Ord. 2009-54 § 1 (part), 2009)

13.12.070 Use of parking meter zones by commercial vehicles.

A.    Nothing contained in this chapter shall be construed to prohibit commercial vehicles from using parking meter spaces when the commercial vehicles are actually engaged in loading or unloading merchandise to commercial businesses in front of which parking meters are located at any times when the parking meter spaces are not otherwise lawfully occupied. Commercial vehicles shall not use the parking meter spaces for any longer period of time than is actually necessary for such loading or unloading. In these circumstances, commercial vehicles shall not be required to make any deposit of coins or other form of payment in the parking meters.

B.    Commercial vehicles are prohibited from occupying parking meter zones or spaces at night, Sundays or holidays, before or after the hours specified on the parking meter, except when the commercial vehicles are actually engaged in loading or unloading merchandise to commercial businesses in front of which parking meters are located. 13.12.080 Violations and penalties.

Any person issued a ticket for a violation of this chapter shall be subject to a fine as set forth in Section 13.40.010. (Ord. 2009-54 § 1 (part), 2009)
