2.50.010 Qualifications – Appointment – Removal.

(1) Appointees from the city of Coos Bay to the Coos Bay/North Bend water board shall have resided in the city of Coos Bay for a period of not less than one year prior to appointment.

(2) The term of appointment shall be for four years, with the terms of appointments staggered on a two-year basis. Appointments may be renewed for any number of terms. Terms of appointment shall commence on January 1st. Appointees may not be removed from office, except for good cause shown.

(3) Nominations for appointments shall be made by the mayor, and shall be subject to confirmation by the Coos Bay city council. Such nominations shall be in writing, and submitted for consideration by the council at least two weeks prior to the scheduled date for confirmation. Confirmation may be made by written ballot, and shall require majority vote.

(4) The city recorder shall give written notice to the council at least 30 days prior to the expiration date of an appointee’s term of office.

(5) Notwithstanding any other provision of this section, during the initial appointments under this chapter, the first appointee taking office shall serve until December 31, 2004; the second appointee taking office shall serve until December 31, 2002. For each appointment thereafter, the appointees’ terms shall be as provided by subsection (2) of this section.

(6) Should a vacancy occur, the appointee to fill such vacancy shall serve for the remainder of the unexpired term. [Ord. 285 § 1, 1999].

2.50.020 Powers and duties of appointees.

The appointees shall discharge the duties conferred upon them pursuant to Section 9.8 of the city of Coos Bay Charter; shall keep the city of Coos Bay apprised of the operations of the Coos Bay/North Bend water board; and shall ensure that a yearly report shall be made by the Coos Bay/North Bend water board to the city, showing the financial condition of the municipal waterworks, along with a financial statement of the Coos Bay/North Bend water board’s yearly operation.
