CITY COUNCIL YOUTH REPRESENTATIVE

RESOLUTION NO. 2002

A RESOLUTION ESTABLISHING A YOUTH REPRESENTATIVE POSITION ON THE CITY COUNCIL AND REPEALING RESOLUTION 1546.

WHEREAS, Resolution No. 1546 was adopted March 28, 2005 that established a program for youth representation on the City Council and established criteria for selection of a youth representative; and

WHEREAS, the program was followed for a number of years with the City Council interviewing and selecting a youth to fill the youth representative; and

WHEREAS, the Youth Representatives found it difficult to attend all meetings of the Cottage Grove Youth Advisory Council and City Council; and

WHEREAS, the Cottage Grove Youth Advisory Council requested that members of the Youth Advisory Council be allowed to rotate attending the City Council meetings; and

WHEREAS, rotating attendance at City Council meetings among the Youth Advisory Council has reduced the burden on the youth to attend a meeting every Monday evening and increased the opportunity for more youth to experience participating at City Council meetings; and

WHEREAS, the City Council has also found it beneficial to interact with more of the members of the Youth Advisory Council; and

WHEREAS, the City Council and the Cottage Grove Youth Advisory Council would like to officially adopt the current practice of rotating the Youth Representative on the City Council among the members of the Cottage Grove Youth Advisory Council.

NOW, THEREFORE, BE IT RESOLVED that the City Council repeals Resolution No. 1546.

BE IT FURTHER RESOLVED, that the Cottage Grove City Council hereby establishes the position of Youth Representative to the City Council that will:

1.    be a member of the Cottage Grove Youth Advisory Council;

2.    rotate among members of the Cottage Grove Youth Advisory Council and will be selected at a Youth Advisory Council meeting prior to the scheduled City Council meeting;

3.    serve as a liaison between the Youth Advisory Council and the City Council for the meeting.

BE IT FURTHER RESOLVED that the Youth Representative will sit at the table as a member of the City Council and may participate in all Council proceeding as a fully participating member and may cast a vote aye or nay with the City Council on all items voted upon, except that such vote will be non-binding and recorded only in the discussion section of the minutes for record purposes.

BE IT FURTHER RESOLVED that this resolution shall take effect immediately upon its passage.
