18.10.010 Composition.

The planning commission shall serve as the historic review board. (Ord. 1-2018 § 1 (Exh. A); Ord. 3-1990 § 4.A)

18.10.020 Officers – Meetings – Rules – Procedures.

A. The officers of the board shall be the president and vice president of the planning commission. The president shall preside at meetings of the board and shall have the right to vote. The vice president shall, in case of absence or disability of the president, perform the duties of the president.

B. The board shall hold meetings at such times as it deems necessary, and shall also meet upon the call of the president. The time and place for meetings shall be fixed by rules of the board.

C. A majority of the members of the board shall constitute a quorum. The concurring vote of a majority of the members present shall be required for approval or disapproval of any motion or other action of the board.

D. All meetings of the board shall be open to the public. At public hearings, all interested parties shall be entitled to appear and address the board.

E. The board shall adopt its own rules of procedure and bylaws. (Ord. 1-2018 § 1 (Exh. A); Ord. 3-1990 § 4.B)

18.10.030 Powers and duties.

The board shall:

A. Designate an historic landmark pursuant to FMC 18.15.010 through 18.15.060.

B. Remove historic landmark status when the landmark has deteriorated, been altered or destroyed, and no longer meets any of the criteria in FMC 18.15.010 through 18.15.060.

C. Act upon applications concerning moving or demolition of historic properties.

D. Review and act upon appeals of planning director decisions for historic property alterations, including appeals initiated by the board.

E. Take all steps necessary to preserve historic properties pursuant to this title which are consistent with the public health, safety, general welfare, and policies of the city.

F. Institute and support such programs and projects as will help make the citizens of the city and its visitors aware of its origin, development and historic significance.

G. Disseminate information to educate the public on preservation matters.

H. Review and make recommendations to the planning commission and council on historic aspects of plans, goals, policies, and programs that are being considered for adoption or review.

I. Adopt rules and guidelines as needed to implement sections of this title.

J. Encourage the development and maintenance of, and make available to the public, a copy of the local inventory of historic properties compiled in compliance with OAR 660.

K. Serve without compensation.

L. Establish regulations whereby any member who has a financial interest in any matter being considered by the board shall disqualify himself/herself from voting on such matters.

M. Seek and accept appropriations, grants and/or gifts to implement sections of this title.

N. When appropriate, employ history, archaeology, architectural history, architecture, or historic architecture preservation professionals to assist in the implementation of this title.

O. Review National Register nominations and provide comments to the State Historic Preservation Officer.

P. Ensure that appropriate city departments are aware of requirements of, and will attempt to comply with, federal, state and city historic preservation laws. (Ord. 1-2018 § 1 (Exh. A); Ord. 3-1990 § 4.C)
