15.30.010 Fees.

The following fees for services and permits provided by the city of Junction City public works department are hereby established:

A retaining wall permit fee of two percent of the project value;

A demolition permit fee, as follows:

1. $100.00 minimum permit fee;

2. Where applicable, a fixture cap fee of $50.00 each; and

3. Demolition permit and plan review fees, based upon project value, as follows:

a. $1.00 to $500.00

$26.57;

b. $501.00 to $2,000.00

($26.57 for the first $500.00) + ($2.45 for each additional $100.00 or fraction thereof);

c. $2,001.00 to $25,000.00

($63.32 for the first $2,000.00) + ($10.56 for each additional $1,000 or fraction thereof);

d. $25,001.00 to $50,000.00

($306.20 for the first $25,000.00) + ($7.94 for each additional $1,000.00 or fraction thereof);

e. $50,001.00 to $100,000.00

($504.70 for the first $50,000.00) + ($5.27 for each additional $1,000.00 or fraction thereof);

f. $100,001.00 and up

($768.20 for the first $100,000.00) + ($4.41 for each additional $1,000.00 or fraction thereof)

15.30.030 Demolition permit.

A. Permit. A demolition permit issued by the city’s building official is required prior to the demolition of:

1. Any commercial structure over 120 square feet; or

2. Any residential structure over 200 square feet.

B. Application. Applications for demolition permits shall be submitted by the owner or owner’s agent, and include the following:

1. Photos. Electronic photos of each structure proposed for demolition must be provided to the city at the time of permit application and prior to any demolition. The size, quantity, format, resolution, and context of photos will be set by the public works director/building official. Unless exempt, photos must be made available as part of the public record for the structure as required by law.

2. A minimum of 50 calendar days prior to issuance of a demolition permit, the owner is required to make the structure available to be acquired and moved by a willing party. The owner must provide proof of listing, advertising, or other availability, prior to issuance of a permit to demolish.

3. Public Notice. A public notice will be provided that conforms to the following:

a. Time Requirement. A permit applicant must provide a public notice as part of the application process, and must include a 50-calendar-day posting and advertising period.

b. Notice Contents. The public notice must contain the following minimum information:

i. The date of proposed demolition (no less than 50 calendar days from the date of the notice).

ii. Description and scope of the demolition.

iii. A list of hazardous materials known at the time of permit application.

iv. A link to DEQ’s hazardous materials website and contact information for DEQ.

v. The property owner and demolition contractor name, number, address, and email.

vi. The abatement contractor(s) contact information, if different than the demolition contractor.

vii. Where the structure is proposed for demolition as defined, a realtor, agent, or contact name, number, address, and email for anyone interested in potentially purchasing the structure.

c. Public notice will be posted on a city-provided placard on site by the permit applicant along the primary frontage street. The applicant is responsible for maintaining the placard.

d. Electronic public notice must be provided to neighborhood associations and other interested parties as noted in a repository kept by the city.

4. Exception. The public notice and 50-calendar-day period required by this section is not required in the event that the structure is declared dangerous per Chapter 15.20 JMCM, Dangerous Buildings, or JCMC 15.15.150 and related provisions governing the demolition of substandard buildings.
