2.64.010 Established.

An arts committee of the city is hereby established to act as an advisory committee to the city council on matters related to art, to act as an advisory committee to the city on the acquisition of public works of art under the percent for art program established by Chapter 3.24 LCMC, and to perform such other arts-related functions as the city council may designate from time to time. 2.64.020 Membership – Qualifications.

The arts committee shall consist of seven members representing a broad perspective of arts and community interests, appointed by the city council. At least three of the members must be residents of the city. Three of the members may be residents within the boundaries of the Lincoln County School District – North Area even though not residents of the city. One member may be a representative of an “arts organization” provided the “arts organization” is located within 30 miles of Lincoln City. Lincoln County voter registration records may be used to determine residency. To be eligible for appointment to and continued service on the arts committee, a person or organization at the time of appointment and throughout his or her term of service must meet the residency requirement. 2.64.060 Powers and duties.

The arts committee may exercise the following powers and perform the following duties:

A. Make recommendations to the city council on matters related to art.

B. Make recommendations to the city on the acquisition of public works of art under the percent for art program established by Chapter 3.24 LCMC. This may include, but need not be limited to, recommending criteria and procedures for the selection of works of art to be acquired under the program and recommending specific works of art for acquisition based on those criteria and procedures.

C. Make recommendations to the city on the siting, cataloging, maintenance, preservation, and disposition of works of art acquired by the city.

D. Make recommendations to the city on means and sources for funding or otherwise facilitating city acquisition of works of art in addition to those acquired under the percent for art program established by Chapter 3.24 LCMC.

E. Exercise specific powers and perform specific duties as may be delegated or assigned to it from time to time by the city council. (Ord. 2017-05 § 10; Ord. 2004-14 § 2)
